Result of ServiceThe final deliverables are as follows: • Submission of the final version of reviewed deliverables in an acceptable quality • Letter of no-objection from the National Designated Authority for GCF/GEF in Kiribati Work LocationRemote Expected duration2.5 months Duties and ResponsibilitiesTo support and facilitate the TNA process and implement TNA actions, a consultant is being recruited to develop a project concept note for electric buses in Tarawa, Kiribati, for submission to the GEF/GCF. The main requirement will be for the consultant to prepare the following: • A concept note along with all supporting documents on electric buses in Tarawa, Kiribati for submission to Green Climate Fund or GEF and working in consultation with the Office of Te Beretitenti (President). The concept note should be prepared along the lines of the Green Climate Fund concept note users guide (https://www.greenclimate.fund/sites/default/files/document/gcf-concept-note-user-s- guide.pdf) or a template for the donor, to be decided by National TNA Consultant. This should be finalised within the inception report. The concept note will be building on the TNA report, Barrier Analysis and Enabling Framework Report. The content of the concept note should include but not be limited to: • Detailing of the project boundaries and geographic scope of implementation • Mapping of the enabling framework (for example, regulations, subsidy policy, etc.) • Detailing of activities and defining of budgets for proposal development, implementation, operation and maintenance • Clarification of institutional arrangements for implementation clearly defining responsibilities, mandates • Illustrating the transformational impact of the project activities i.e., how the project would lead to a wider national policy or expand its geographic scope (using theory of change diagram or logical framework as per funder requirement) • Financial models with details of opportunities for leveraging private investments, user and in country contributions, revenue generation etc. • Socio economic impact assessments based on existing data or preliminary surveys Objectives, output expectations and performance indicators In close collaboration with the rest of the national TNA team and the TNA Coordinator and Regional Centre, the consultant will be responsible for preparing a concept note (camera ready) for submission to GEF/GCF Specific tasks and responsibilities 1. Preparation of inception report 2. Preparation of concept note (in template of funding agency) along with supporting documents 3. Obtain a no objection Letter from the National Designated Authority for GEF/GCF Qualifications/special skills• The consultant should possess an advanced degree (PhD or Master's) in engineering, economics, environmental science, climate finance, natural sciences or related disciplines. The consultant should possess at least 10 years of work experience in the following areas: • Experience in climate change mitigation, environmental and public policy. • Experience in transport sector and electric mobility • Experience in climate finance and developing financial models. • Experience in estimation of socio economic impacts • Experience in project management and stakeholder consultations The consultant should have applied knowledge in \"Energy and Transport sectors for mitigation\" related technologies in the context of Kiribati. He/she should have extensive knowledge of - and experience with climate change mitigation strategies (as relevant), technologies and policies at the national level. More specifically, he/she should be familiar with national development objectives and relevant sector policies with overall insights into climate change science, potential climate change impacts, and mitigation needs for the country in the relevant sector. Moreover, the consultant should have good coordination and facilitation skills, possess proven analytical capabilities, as well as excellent writing skills.
