Project Context and Scope The “EU4Migration in Albania” project aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. The project is embedded in the strategic objective of the National Strategy on Migration (NSM) in achieving effective migration governance to address challenges and enhance migration’s positive impact on development for the benefit of migrants and society. It also supports the GoA's 2023 commitment to improve the quality of asylum decision-making and decentralize procedures at the local level. Output 1.2 of the project “Advance the implementation of the National Strategy/Action Plan through the deployment of seconded staff in relevant governmental institutions” envisions the engagement of secondees during the project, deployed to the Ministry of Interior (MoI) who will support the work of the Technical Secretariat on Migration (TSM) in monitoring, coordination and reporting on the NSM and AP implementation, as well as the selected institutions in the implementation of measures under their responsibility. Under the overall supervision of the IOM Head of Office, the direct supervision of the EU4Migration in Albania Project Manager, and in close coordination with the assigned person at MoI, the consultant will support MoI for the implementation of the NSM and its AP by:
- Defining and refining indicators for measuring results, impact, and achievements aligned with National Migration Strategy objectives, as requested;
- Coordinating data collection processes, ensuring quality, reliability, and timely reporting;
- Analyzing quantitative and qualitative data to assess progress, challenges, and outcomes;
- Preparing regular M&E reports, including updates on progress, performance assessments, and recommendations, as needed;
- Supporting mid-term and final evaluations of the NSM and its AP;
- Providing technical assistance and capacity building for actors involved in M&E activities, including governmental institutions and implementing partners;
- Facilitating coordination and communication among relevant institutions to strengthen M&E practices and ensuring compliance with national and international M&E standards;
- Supporting dissemination/publication efforts in collaboration with appropriate structures within the Ministry of Interior;
- Support in developing communication strategies and awareness-raising campaigns on migration, at national or local level;
- Drafting policy briefs, press releases, and visibility materials for the TSM in support of the implementation of the National Strategy on Migration, as requested. Organizational Department / Unit to which the Consultant is contributing The consultancy engagement will contribute to the successful implementation of the project EU4Migration in Albania (PX0611) Tasks to be performed under this contract The local consultant based at the Ministry of Interior, will be responsible for:
- Providing Periodical progress reports of the NSM and its AP.
- Preparation of documentation such as processed data, statistical outputs, analyses, educational materials, promotional content.
- Delivering trainings and training materials on M&E for the Ministry of Interior and its partner institutions.
- Providing recommendations to improve procedures and practices for data collection, processing, generation, and storage within the Ministry of Interior.
- Preparing and updating a list of interested stakeholders and relevant actors that can contribute to the implementation of the NMS and its AP.
- Strengthening inter-institutional relationships with key stakeholders, line ministries, their subordinate agencies, and Ministry of Interior partners.
- Providing technical support on coordination and engagement with local media, social media and relevant service providers, as requested.
- Enhancing collaboration with stakeholders, expanding media engagement, and supporting community-level information dissemination activities. The consultant will prepare and submit periodical reports that describe activities/deliverables on the referring period, accomplishments as well as issues and concerns impeding the progress in providing the outputs by the last working day of the reporting period. The engagement of the local consultant will take place for up to 5 (five) working days per week / up to 20 (twenty) working days in total, per month based at MoI. The sign in and sign out timesheet, as well as the periodical reports, will be applied by signature of consultant and verified by the Director of the Directorate of Migration, Asylum, and Anti-Trafficking Policies at the Ministry of Interior.

Completed advanced degree from an accredited academic institution in Public Policy, Social Sciences, Information Technology, or other related areas.Experience
At least 5 years of relevant professional experience.Previous experience in monitoring, evaluation and communication. Experience in data research and software development is preferable.Experience in data protection, data collection tools, databases, and statistical software is preferable.Experience with programming languages (e.g. HTML, CSS, JavaScript, Python, or others) and data visualization and analysis tools (e.g. advanced Excel, Tableau, Power BI) is preferable.Experience in managing platforms such as Meta (Facebook, Instagram), LinkedIn, X (Twitter), TikTok, YouTube is preferable.Experience with social media algorithms, content optimization, impacting and influencing reports for social networks, building connections and adapting to target audiences, and interactive platforms and tools for online engagement is preferable.Experience in engaging with local authorities and other stakeholders such as: Ministry of Interior, State Police, Ministry of Justice, etc is preferable.Skills
