About this position
The Transport Division (TSP) is a division within the Sectorial Department of Infrastructure and Energy (INE) of the IDB under the Vice Presidency of Sectors and Knowledge (VPS). TSP is responsible for the development of technical analysis, the identification, preparation and execution of loan and technical cooperation operations, the carrying out of studies and sector notes, and any other work associated with the work of the Bank, in what refers to the transport sector.
TSP deals with projects, among others, of: (i) improvement, rehabilitation and maintenance of interurban roads of the primary, secondary and tertiary networks, and institutional strengthening activities associated with this type of project; (ii) optimization of urban public transport, such as the development of mass transport systems (urban rail, BRTs), the reorganization of routes, and the development of new business models for the provision of transport services; (iii) port development, expansions, dredging works, and support for complementary activities, ranging from cabotage ports to large international trade ports; and (iv) airport development, rehabilitation, improvement and expansion of runways, maneuvering areas and passenger and cargo terminals, and support for complementary activities, from small domestic airports to large international airports.
Likewise, the Transportation Division works on five knowledge generation and dissemination initiatives, in the strategic areas of: (i) logistics; (ii) road safety; (iii) sustainable transport and decarbonization; (iv) large projects; and (v) intelligent transportation systems, as well as in the bank’s three strategic objectives: (i) poverty and inequality reduction; (ii) sustainable regional growth; and (iii) climate change.
In this context and considering the growing demand for time and capacity of sector specialists, we are looking for a Comprehensive Support Consultant with technical skills and substantial experience in the sector, who will support the TSP team in the broad spectrum of tasks that are your responsibility.
You will work in the Transport division (TSP) part of the Infrastructure department (INE). The TSP team is responsible for the development of technical analysis, the identification, preparation and execution of loan and technical cooperation operations, the carrying out of studies and sector notes. The objective of the consultancy is to provide specialized technical support to TSP in the analysis, conceptual development, preparation and execution of loan operations and technical cooperation, as well as in knowledge development activities and sector studies, through the elaboration of specific technical-analytical products to be defined by the TSP team.
Likewise, the contract is intended to support the study and detailed analysis of the consulting products that will determine the prefeasibility and feasibility of the projects under preparation, including technical, operational, economic, financial, environmental, legal, and group participation issues. of work corresponding to the projects in which it is involved.
What you’ll do:
In general terms, the main activities to be developed by the consultant within the framework of this contract are:
Sector Dialogues: Identify, design, and prepare transport projects (loans and technical cooperations), coordinating with Bank specialists and government and private sector authorities. Promote digital platforms for collaboration.
New Methods: Research and propose innovative solutions, such as digital technologies, resilient materials, and financial products, to improve the transport sector and reduce greenhouse gas (GHG) emissions.
Execution of Operations: Provide support on strategic topics, including public transport and electromobility analysis, development of active mobility policies, and sustainable fuel alternatives. This includes technical audits and quality control of contracted products.
Preparation of Loan or Technical Cooperation Operations: Assist in sectoral analysis, economic and impact assessments, operation design, and drafting key Bank documents.
Strategic Sector Action Documents: Prepare policy and sectorial documents to define the Bank’s transport strategy in various countries.
Knowledge Generation and Training: Support the creation of articles, technical notes, presentations, and training courses on transport topics.
The deliverables will include technical notes, economic evaluations, audits, and various reports, all in digital format.
