Result of ServiceThe assignment will result in a report \"Roadmap for implementing disaster risk reduction and climate change adaptation in the city of Belém\". The roadmap will identify specific actions to enhance the integration and/or articulation of DRR and CCA into the local policies of Belém, based on the already existing efforts, by identifying concrete steps for enhancing governance and coordination across Belém's government and stakeholders. It will define specific actions to promote resilience-building efforts, informed by local risk knowledge, climate data, and early warning systems in Belém. The final product will contribute to defining key milestones for the integration of DRR and CCA within the municipal agenda for 2025-2026, ensuring the alignment of local initiatives with both national (Federal) and State (Pará) policies. These milestones will be also aligned with the Sendai Gender Action Plan (GAP) to ensure the identification of gender responsive DRR actions. Work LocationBrazil Expected duration4 months Duties and ResponsibilitiesCreated in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Effectively addressing the climate emergency requires robust mitigation, adaptation, and disaster risk reduction (DRR) actions. Conversely, risk-blind planning can and have created new risks and maladaptation practices. Therefore, DRR must incorporate considerations of climate change, and climate action, including climate change adaptation (CCA), which at the same time cannot succeed without seamless integration with DRR efforts. UNDRR prioritizes addressing the climate emergency through its Strategic Framework 2022-2025, emphasizing integration of DRR and climate action. The Comprehensive Risk Management (CRM) flagship initiative is holistic, aimed at avoiding, addressing, and reducing various risks associated with climate and non-climate hazards. It involves managing risks through short-, medium-, and long-term risk reduction and adaptation actions, fostering active collaboration among different government institutions, non-State actors, and other stakeholders. By promoting risk assessments, capacity development, and policy alignment, the CRM Initiative contributes to achieving the Global Goal on Adaptation (GGA). Despite significant progress in individual DRR and CCA initiatives, there remains a gap in the integration of these efforts at local scales across the Americas and the Caribbean. Enhancing policy coherence can lead to a more effective and efficient use of resources, enhanced resilience, and better outcomes for sustainable development. By carrying out a detailed review of current policies, plans, information and institutions, this consultancy aims to identify a prioritized roadmap for strengthening the integration of DRR and CCA at the local level in Belém city, in the State of Pará, Brazil. Previous studies at the national level in regions such as the Caribbean, Africa, and Asia-Pacific have demonstrated the benefits of such integrated approaches. These studies have identified key lessons and best practices, as well that have provided policy recommendations that can be adapted and applied to other regions, including Brazil, although this is the first time that recommendations for a proper horizontal articulation (i.e., at the local level) and vertical articulation (i.e., with the national and subnational levels) will be developed. The position as consultant on Comprehensive Risk Management for Belém City will be based in Brazil. The consultant will report to the Risk Knowledge and Climate Change Officer at UNDRR’s Regional Office for the Americas and the Caribbean, in Panama and will closely collaborate with technical experts and programme officers in UNDRR, besides other relevant organizations. This consultancy will build upon previous efforts to integrate DRR and CCA policies in Brazil, such as the policy landscape regarding DRR and CCA carried out for the State of Pará, as well as the assessment of vertical integration opportunities with the National Risk and Disaster Risk Management Plan (PNGRD) which is currently being drafted, besides the review of the Sectoral Adaptation Plan for DRR in Brazil. Qualifications/special skillsAdvanced university degree (master's degree or equivalent) in environmental science, climate change, disaster risk management, or a related discipline is required. A first level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of proven experience in conducting comprehensive literature reviews, qualitative and quantitative data analysis, and synthesizing findings into actionable recommendations for policy and practice is required. Experience with global climate change and disaster risk reduction frameworks, such as the Paris Agreement and the Sendai Framework, as well as with Brazilian DRR and CCA plans is required. Experience in CRM implementation and a track record of engaging with diverse stakeholders across government, academia, and international organizations is desirable. Experience in engaging with stakeholders at global, national, and subnational levels, particularly in facilitating inclusive consultation processes that ensure the meaningful participation and consideration of diverse groups, including women is desirable.
