OBJECTIVES OF THE PROGRAMME To ensure the effective WHO country presence is established to implement the WHO country cooperation strategies that are aligned with Member State’s health development agendas and harmonized with United Nations country teams.
DESCRIPTION OF DUTIES In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent will deliver a well-rounded communication strategic plan, and contribute to highlighting health needs and WHO’s work on the ground; promoting achievements and results in emergency prevention, preparedness, response and recovery efforts at all stages. Under the supervision of External Relations / Communications Officer, the incumbent will:
To support development, implementation and evaluation of a communication/ advocacy strategy and action plan for the World Health Organization, Office for West Bank and Gaza (oPt.).
To ensure communication partnership by coordinating/supporting the health sector/partners; representing the health sector in UN communication team as needed; supporting national and local health authorities’ communications.
To foster attention to health-related subjects on the various technical programmes in oPt; identify topics of interest and promote the role of WHO´s response operations in the country.
To provide assistance in planning and developing content and messages for a number of target audiences including policy makers, donors, the public, health care workers, and professional target groups and other stakeholders.
To map information products for various audiences and coordinate regular bulletins/situation reports development and dissemination;
To develop and implement relevant public health campaigns in the context of technical programmes (e.g. non-communicable diseases, health sector reforms, international standards in health) including messages, written and multimedia materials, dissemination and follow-up.
To ensure effective dissemination of information and communication materials through a variety of channels including press, web, social media, audio visuals, conference and meetings, briefings, other platforms.
To support organize press exposure opportunities including press briefings, field visits, trainings ; establish and maintain regular relations with media representatives and maintain a database of these contacts..
To develop and disseminate risk communications messages to targeted audiences through effective channels/trusted influencers following formative research approaches.
To ensure proper visibility of WHO work with collaboration partners in the area of work (e.g. provide input to appropriate newsletters, arrange press briefings and conferences, utilize appropriately the emblems of organizations in all project communications, liaise with donors and partners etc.) and produce and disseminate communication products on the results.
To provide communication support to the External Relations / Communication Officer and other members of the WHO office.
To act as country communication focal point in acute health emergencies as needed.
REQUIRED QUALIFICATIONS
EducationEssential: University degree (Bachelor`s level) in communication, public relations or journalism and/or any other relevant area. Desirable: Additional university degree in any of the above fields.
Work Experience Essential: At least 2 years professional experience and demonstrated skills in arranging information sharing, communication activities, media relations and messages development. Previous experience of producing attractive and easy to read written material such as brochures, reports, etc.Desirable: Previous work in the field of health communications and experience of work with(in) international organizations
Skills
Knowledge of WHO’s mission and work and/or of practices and procedures as related to the work.
Excellent knowledge of standard text, spreadsheet and presentation software application. Computer, IT and multimedia skills (including use of internet, Web, power point, and experience with photographs and videos).
Full Proficiency in Final Cut Pro X, Adobe Premiere Pro, Adobe After Effects, Adobe Photoshop, Adobe Illustrator, Adobe Audition, Videography, and Photography.
Technical expertise in creation of audio-visual content for broadcast media and social media channels
Creative thinking and high degree of visual intelligence
Knowledge of brand and design approaches, tools, and methodologies essential to develop creative designs and produce high-quality graphic material for varied print and digital media projects (e.g. branding products, outreach campaign products, sign systems, posters, brochures, web pages, digital animation, electronic publication etc.);
Knowledge of standard industry production processes, including multimedia, web, social media, and printing and digital publishing;
Proven creativity and ability to oversee and develop visual identities across, multiple communication channels;
Ability to handle multiple design projects simultaneously;

REMUNERATIONRemuneration comprises an annual base salary starting at ILS 269,618 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
