THE ORGANIZATIONAL SETTING
The Ethics Office functions on the principles of independence, impartiality, and confidentiality, and each of its activities aims to foster and promote a culture of ethics, integrity, accountability, transparency, and respect within ICAO. In this context, the Ethics Office provides confidential advice and guidance on ethical challenges and dilemmas to management and staff, regardless of contract type and duration. It also assists the Secretary General and the Council in cultivating and nurturing a strong organizational culture of ethical behaviour and decision-making, whereby ICAO management and staff observe and perform their functions in a manner consistent with the highest standards of conduct and come forward without fear of retaliation. The Office also serves as a key advocate of ICAO principles and values, including through awareness and outreach activities, thereby enhancing the trust in and the reputation of the Organization, both internally and externally.
The consultancy assignment will be carried out under the direct supervision of the Ethics Advisor. The consultant is expected to work remotely and submit regular reports according to a schedule to be agreed upon in the consultancy contract.
The Communications and Outreach Consultant will:
Lead the development of awareness-raising, communication, and educational materials in various formats (written and visual), including but not limited to reports, PowerPoint presentations, communication materials for different activities and meetings, short videos, etc., on a range of topics such as principles and values, standards of conduct, conflicts of interest, outside activities, gifts, and protection against retaliation, tailored for diverse audiences. Ensure the effective design and delivery of communication products to clearly convey key messages to target audiences. Initiate and implement improvements to messaging on the internal and external webpages of the Ethics Office. Support the development and conduct quality assurance of training programmes and e-learning modules on ethics, values, principles, and standards of conduct, aimed at enhancing knowledge, building skills, and empowering ICAO personnel to act with integrity. Research and identify best practices in communication strategies from across the UN system; and Perform other related duties as assigned.It should be noted that the assignment is for a period of approximately 86 working days spread over 7 months, starting as soon as possible. The consultant is expected to work remotely, and to submit regular reports in accordance with a schedule to be agreed as part of the contract. A daily rate for Band C will be CAD 402.
