What we are looking for 

We’re seeking for a Protection Cluster Co-coordinator to facilitate coordination in the National Protection Cluster in DR Congo. In this role, you will work closely with NRC protection, programme and advocacy units to ensure relevant information-sharing on protection, advocacy and programmatic discussions and processes (e.g. the humanitarian programme cycle).

 

What you will do 

Generic responsibilities 

Adherence to NRC policies, guidance and procedures

Promote and support accountability to affected populations

Promote protection mainstreaming

Complement the lead agency in monitoring, reporting and analysis 

Support advocacy and resource mobilization

Ensure application of standards

Ensure capacity building of project staff and transfer key skills

Liaise and collaborate with relevant local authorities and other key stakeholders

Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities 

Jointly with UNHCR Protection Cluster coordinator:

Facilitate and co-chair meetings for the National Protection Cluster, ensuring agreement and follow-through of key decisions and action points and contribute to inter-cluster coordination and planning.

Contribute to the regular analysis of protection needs, such as Protection Analysis Updates, the coordination of protection activities and the monitoring of their impact.

Encourage and promote NGO participation in Cluster decision-making through regular meetings and Strategic Advisory Group (SAG).

Support the development of evidence-based advocacy initiatives, identify key advocacy concerns and consolidate policy positions amongst protection actors.

Ensure coordination and information sharing with Protection Cluster members, UN counterparts, donors, government and other stakeholders related to protection issues, situation analysis, gaps, planning and funding processes.

Support the revision and implementation of the Protection Cluster strategy and associated work plan, contribute to key humanitarian processes (HNO, HRP, Pooled Fund allocations) and monitor cluster’s progresses and outcomes. 

Support capacity building of Protection Cluster members and other relevant stakeholders, design/adapt and promote protection resources (guidance, tools and training packs) and facilitate trainings and workshops with a focus on protection analysis and protection mainstreaming.

With the support of the Cash working group coordinator, facilitate and co-chair the cash for protection taskforce

Conduct field visit to strengthen links between national and field level clusters, engage with members of the cluster at regional level and visit protection projects.

Support timely and adequate information flux at the local, regional and national level, by establishing clear communication lines and harmonized tools for data collection and reporting, with sub-clusters, and with relevant stakeholders.

Support the establishment of Protection Information Management (PIM) system to identify and address field-based protection concerns and ensure the development of relevant, appropriate and useful PIM products for cluster coordination and advocacy purposes.

Represent the Protection Cluster in relevant forum, task force/working group in accordance with the distribution of tasks and responsibilities as agreed with the Protection Cluster Coordinator.

What you will bring 

Competencies 

1. Professional competencies 

Minimum 5 years of experience working on protection related issues in humanitarian emergencies, including inter-agency work and provision of technical advice to field teams- including any of the sub-sectors (GBV, CP, HLP)

Excellent understanding of protection issues in emergency contexts and displacement situations and detailed knowledge of humanitarian principles, guidelines for humanitarian assistance, and relevant international legal frameworks

Sound understanding of humanitarian coordination, funding, and leadership mechanisms and experience working with the Protection Cluster or sector coordination

Solid leadership, coordination, and inter-personal skills, working well both in teams and independently 

Solid research, analytical, planning and drafting skills 

Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the Cluster

Experience developing and delivering protection training, and good presentation skills in French/ English

Experience from working in complex and volatile contexts

Fluency in both written and verbal French and English

Self-motivated and excellent observer of protection issues in the country

Context related skills, knowledge and experience 

Knowledge of the context in DR Congo is a must

Ability to work under stressful conditions, meet short deadlines and travel within DR Congo at short notice to support field operations

Highly reliable, mature and able to work independently as well as in a team

Proven communication, interpersonal, representation, and negotiation skills

Culturally sensitive, with the ability to work within different cultural contexts

Flexible, creative and co-operative, and a sense of humor is an asset
