Work LocationMorocco or regionally (home-based in Rabat Morocco or within region) Expected durationFull-time / 126 working days Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. NDC Act & Invest is a UNEP-led, multi-year project that supports countries craft ambitious, science-based, and investable NDC 3.0s and then turn them into action. It combines cutting-edge analytics with hands-on country support so governments can align policies across sectors, strengthen institutions and MRV, and mobilize public and private capital at scale. The project operates through three complementary workstreams: - Workstream 1: ambition and evidence, by providing clear, country-relevant analysis on what 1.5°C/ “below 2°C” alignment implies, feeding UNFCCC processes, G20/COP discussions, and UNEP’s Emissions Gap Report. - Workstream 2: policy and planning alignment, by developing and applying a practical framework to align NDCs with LT-LEDS, NAPs, NBSAPs (and JETPs where relevant), piloted with inclusive consultations and robust monitoring plans, so all national, sub-national, and sectoral strategies point in the same direction. - Workstream 3: investability deep dives, by working with finance and line ministries, central and development banks, MDBs/NDBs, and private investors to improve the enabling environment, quantify financing needs and gaps, design sectoral pathways, and build bankable pipelines—mainstreaming gender and leveraging de-risking and blended-finance solutions. Through the NDC Partnership Action Fund (PAF), UNEP operationalizes a close, country-driven collaboration with the NDC Partnership to sustain momentum as many nations prepare updated NDCs by end-2025. In line with this collaboration, the NDC Act and Invest project regularly responds to NDC Partnership requests, ensuring rapid, well-sequenced assistance that converts raised ambition into coherent investment plans, pipeline development, and access to domestic and international finance. UNEP seeks a climate consultant to support implementation of NDC Act & Invest and NDC Partnership Action Fund (PAF) and cross-cutting activities multiple countries. The consultant will assist with coordination, documentation, and delivery of NDC stocktakes and support the process of revising NDCs 3.0 to align outputs with project timelines and quality standards. The role will support stakeholder engagement, monitor progress, and facilitate effective collaboration between UNEP, UNEP-CCC, national focal points, technical and financial implementing partners. • Objective 1: support day-to-day substantive and administrative implementation of NDC Act & Invest and UNEP- PAF activities for all projects in the pipeline. o Output 1: prepare a master portfolio workplan and country-level action trackers aligned with the approved scopes of work. o Activities:  Continuously update a master workplan and individual country action trackers on a regular basis, capturing tasks, deadlines, and progress across all countries.  Liaise with country focal points and implementation partners (technical and financial) to gather progress updates and ensure activities remain on schedule across the portfolio.  Identify any delays or bottlenecks in implementation early, coordinate adjustments (revised timelines or resource allocations) and escalate critical issues to management for resolution, as necessary.  Capture newly emerging risks and issues in the decision log and promptly feed them into the central risks’ mitigation register under Objective 5  Keep a document registry for all outputs in all countries. o Deliverables: consolidated master work plan, country trackers, meeting notes and action logs (with risks routed to the central register under Objective 5). o Indicator 1: milestones delivered on or before planned date, all risks have an agreed mitigation, weekly and monthly status updates approved by management. • Objective 2: deliver timely, high-quality project documentation related to the concerned countries of NDC Act and Invest and activities under PAF, including reports, feedback to NDC 3.0 stocktakes, terms of reference, concept notes, etc. o Output 2: documents drafted, peer-reviewed, and cleared to agreed deadlines. o Activities:  Prepare and consolidate key documents, including NDC stocktake reports, terms of reference (ToRs), analytical assessments, concept notes, and project reports, in line with each country’s scope of work and schedule. Drafts are completed by or before deadlines for internal review.  Coordinate with in-country experts and integrate technical inputs into the documents.  Conduct quality assurance, manage version control and approvals, and maintain a document registry. Submit documents to partners/management for feedback and make revisions until final validations are obtained. o Deliverable: portfolio of draft project documents, including a set of draft deliverables, such as country stocktake reports, ToRs, concept notes, and briefs, prepared and submitted to UNEP and country partners on schedule, together with the current document registry. o Indicator 2: documents cleared by UNEP management within the respective deadlines, with partners’ acceptance. • Objective 3: support effective coordination with in-country experts, governmental and non-governmental stakeholders, technical and financial partners, and project teams. o Output 3: consolidated and comprehensive meeting agendas, minutes, and stakeholder feedback integrated into deliverables. o Activities:  Organise regular coordination meetings with project teams, country focal points, UNEP and UNEP-CCC experts, and other stakeholders to monitor progress and plan upcoming activities.  Develop and circulate clear meeting agendas in advance, focusing on priority actions for all countries. Document outcomes of each meeting, including decisions, action items, and stakeholder feedback, and distribute minutes promptly.  Track action items identified in meetings, reminding responsible parties of deadlines. Facilitate cross-country knowledge sharing by disseminating relevant information, lessons, and partner inputs to all country teams. o Deliverables: coordination meeting packages. This includes agendas, attendance lists, and minutes for each coordination meeting, in addition to an integrated log of stakeholder inputs/feedback used to update project deliverables and schedules. o Indicator 3: regular coordination meetings are held as planned, inputs from partners reflected in revised outputs and timelines respected. • Objective 4: provide peer-review, logistical and administrative support for experts, workshops, and validation meetings. o Output 4: consultations, workshops and validation meetings are delivered with all required logistics and materials in place, and experts’ inputs are peer-reviewed. o Activities:  Develop and maintain a portfolio-wide schedule of consultations and validation workshops, secure venues (or virtual platforms) and manage invitations and RSVPs.  Prepare and review materials (agendas, background briefs, slide decks, etc) and arrange English/French/Arabic language support as required.  Facilitate sessions and peer-review draft materials prepared by experts, prior to workshops/meetings. Provide feedback to ensure accuracy and clarity and confirm that materials align with project objectives and are understandable to stakeholders.  Compile brief reports or summaries for each workshop, including the list of participants, key discussion points, capture key decisions/recommendations, and agreed next steps or revisions to be integrated into activities’ documents. o Deliverable: workshops conducted and documented, with a successful completion of all planned stakeholder consultations and validation workshops across the target countries, with each event supported (logistically and administratively) and documented through an outcome report. o Indicator 4: all scheduled workshops and meetings are executed on time with no major disruptions. Event reports confirm that each workshop had the necessary materials prepared, sufficient number of participants attended, and that stakeholder feedback from these events is reflected in subsequent NDC Act & Invest activities iterations. • Objective 5: ongoing monitoring and risks’ management, including monthly progress briefs and an up-to-date risks log with mitigation measures. o Output 5: monthly progress briefs and risks logs, including mitigation proposals. o Activities:  Compile weekly and monthly progress briefs summarizing outputs delivered, KPIs, schedule variance and next month plans.  Maintain a central risks mitigation register throughout the assignment by identifying emerging risks or implementation challenges promptly, logging them with an impact assessment, and escalating them, as appropriate.  Propose and coordinate mitigation measures for each identified risk. Follow up on the implementation of mitigation actions and update the risk log regularly to reflect status (resolved, ongoing, new risks added).  Prepare a final clear handover package, including the latest documents, trackers, open items and lessons learned. o Deliverable: monitoring and evaluation package- weekly and six-monthly progress briefs; a maintained, portfolio-wide risk register; and a final handover note including lessons learned. o Indicator 5: all weekly and six-monthly briefs are submitted on time and approved by UNEP, critical risks have agreed mitigations; the final handover is delivered on time and confirmed satisfactory by the supervisor. 1) Support the implementation of ongoing NDC Act & Invest and PAF-funded projects, in alignment with the agreed scopes of work. 2) Assist in the preparation of project documentation, including reports, assessments, stocktakes, ToRs, and concept notes, in accordance with agreed timelines and deliverables. 3) Collaborate with international and national experts, local stakeholders, technical and financial partners, and project teams to ensure timely and effective coordination and delivery. 4) Provide logistical and administrative support for stakeholder consultations, workshops, and validation meetings. 5) Contribute to monitoring and evaluation efforts by preparing regular progress reports and identifying implementation challenges or opportunities. 6) Support the drafting of communications and reports aligned with project outcomes and strategic objectives. 7) Flag risks and propose corrective measures to maintain progress and ensure timely delivery. Qualifications/special skillso University degree (Bachelor´s degree) in climate finance, economic analysis, international development, or a related field. A Master’s degree or equivalent is highly desirable. o At least 4-5 years-combined full-time and part-time, paid or unpaid- professional experience with relevance to climate finance, sustainable development, support to environment/development projects, and/or working with/in developing countries is required. o Experience with international organizations is an asset.
