About this position
We are looking for a consultant to provide support to prepare, execute, monitor, report, and close operations from CCS’ portfolio, and who is proficient in administrative and corporate procedures. The selected candidate will have to follow strict procedures that demand rigorousness and attention to detail to comply with applicable policies and operational guidelines.
You will work for the Climate Change Division (CSD/CCS), which is part of the Climate Change and Sustainability Sector (CSD). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.
What you’ll do
·Provide operational, corporate, and administrative support to team members in the preparation, execution, monitoring, and closure of projects. Participate, as needed, in the preparation, review, reporting, and publication of information related to CCS’ operations and activities.
·Liaise with fund coordinators from the Grants and Co-financing Management Division (GCM) and other divisions as a focal point for CCS, to resolve potential issues, and implement updates based on new rules and regulations.
·Monitor, report and evaluate all matters related to CCS’ contract requests, and maintain the division’s corporate database to manage contracts, events, hiring processes, operations, etc.
·Prepare, review, and edit terms of reference, requests for expressions of interest, requests for proposals, etc., related to hiring processes of firms and individuals. Assist team leaders with procurement and bidding processes, and payments related to contracts or invoices to ensure compliance with applicable policies.
·Guide team members on how and where to obtain relevant knowledge and information to resolve inquiries about policies, procedures, systems, protocols, guidelines, etc.
·Work with the division’s Operations Analyst in the preparation cycle (from registration to approval, eligibility, and closure) of operations originated by the Climate Change Division.
·Provide technical advice to teams regarding budgets, expenditures, payments, procurement, events, timelines, technical contents of project documents, and other activities as needed.
· Provide operational/corporate support to CCS staff and consultants as needed.
What you'll need
· Education: Bachelor’s degree or equivalent in International Development, Business Administration, Economics, Project Management, or other relevant discipline or other fields relevant to the responsibilities of the role.
· Experience: At least 2 years of relevant professional experience or the equivalent combination of education and experience in multi-lateral development institutions, including activities with public investors and/or institutions in the financial sector is required. Experience in the preparation and execution of operations and projects (technical cooperation operations, investment grants and loans). Ability to provide advice on operational procedures and policies toward the preparation and execution of technical cooperation operations. Experience with project management tools and methodologies to ensure programs, projects and grants are delivered on time and within budget. Experience with the overview and management of a portfolio of projects, as well as the assessment of statuses and disbursement levels, aimed at the production of reports and the identification of corrective actions. Experience with projects in Latin-America and the Caribbean region is highly desirable. Excellent knowledge of computer-based analytical tools (database management, spreadsheets, word processors, presentation tools, and procurement systems) and proven ability to process large volumes of non-aggregated data. Knowledge of IDB administrative and operational policies, processes and systems is desirable.
· Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

· Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
