Setting and ReportingThe position is located in the Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Chief, Services for Member States reports to the Chief of the Information Technology Service ITS/DM/UNOV-UNODC. The Chief, Services for Member States, is responsible for the satisfactory delivery of services to member states based on solutions sponsored by ITS. This includes all aspects of the application development lifecycle, with information security by design as a principle, contractual aspects if solutions are outsourced, and any related service delivery aspects, with an aim to continue to deliver sustainable services on the basis of affordable enterprise IT solutions for Member States and specifically on the various thematic areas of UNODC. For more information on UNOV and UNODC, please visit www.unov.org and www.unodc.org ResponsibilitiesWithin delegated authority, the Chief, Services for Member States will be responsible for the following specific duties, working in concert with all solutions providing teams in ITS, as well as the different UNODC programmatic areas, existing clients, and main donors: • Plan, conceptualize, develop, and coordinate projects for the development and deployment of sustainable and cost-effective IT applications solutions and the making of these solutions available to key anti-drug and anti-crime government agencies of Member States. • Oversee the work of the Software Products for Member States, as internal supplier for most solutions, as well as oversee sourcing arrangements from other suppliers and related oversight of initiatives. • Oversee and internally sponsor an end-to-end strategy that supports the strategic and operational objectives of the member states solutions portfolio and related services. • Manage the portfolio of software products for member states, and ensure it is fit for warranty and purpose, is regularly reviewed and matches the evolving needs of the member states. • Oversee and lead particularly closely the goAML services and related partnerships, as a flagship solution of UNODC. • Coordinate and manage negotiations with government agencies regarding the development and deployment of applications; present and introduce applications to government agencies and donors; mentor the product managers for the different products on these endeavours. • Identify needs for new systems or modifications to existing systems; oversee the development of plans for feasibility assessment, requirements specification, design, development, and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Advocate ITS-wide and UNODC-wide strategies for sustainable, efficient, and effective practices required as new services and solutions are envisioned. Engage with all relevant UNODC areas to ensure they are in concert with ITS and follow existing policy. • Advise the Chief of ITS, and co-lead on, the elaboration of, the ITS Strategy, particularly as it relates to solutions and services for member states and its key enablers. • In cooperation with the ITS Chief Digital Officer, following ITS’ security-by-design principle, establish innovation and strategic plans that include relevant policy and guidance from UN, UNODC, and member states, such as inter alia, the UNODC strategy, the Global Digital Compact, the UN2.0 principles, and the global UN ICT Strategy. • Establish and maintain relationships with key international, regional, and local intelligence and law enforcement bodies, anti-drug and anti-corruption bodies, technical assistance providers and donors. • As a technical expert attend and contribute to meetings, training events, or seminars. • Provide expert advice on complex systems analysis and design and oversee and coordinate responses to requests from users. • Oversee management of all related budgets and financial plans, in coordination with other relevant units/sections through forecast planning, budgeting and total cost of ownership activities; Ensure the applicable costing methodologies are applied and optimize the costs of services through a mix of internal and external resources and the establishment of strategic service provider partnerships. • Track and monitor project progress against plans, requirements, quality measures, standard processes and the liaise with users on all aspects and during all phases of development and implementation. • Supervise and coordinate the work of teams, guide and mentor staff and foster teamwork and communication among staff within the area of responsibility and with close partners and stakeholders; plan and oversee activities to ensure that programmed projects and outputs are delivered in a timely manner. • Prepare inputs for the work programme of the Service, develop priorities and establish relevant ICT requirements in consultation with senior management. • Coordinate the preparation of technical and user documentation, training materials and detailed technical presentations. • Oversee and advise on the development of Service Level Agreements (SLAs) between clients and ITS, for either specific IT services or general technology support, including any charge back mechanisms. • Lead team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation, and reporting. Ensure that everyone can discover, access, integrate and share the data they need. • Participate in various committees and inter-governmental Governance bodies as a representative of ITS as required. • Perform other work-related duties, as required. EducationAdvanced university degree (Master’s degree or equivalent) in computer or information systems, management, mathematics, statistics or related area is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of advanced university degree. Work ExperienceA minimum of ten years of progressively responsible professional experience in information management systems and enterprise resource planning systems is required. A minimum of two years of experience supervising ICT teams with twenty or more people is required A minimum of two years of experience in managing complex Service Level Agreements for services external to the organization/company is required. A minimum of two years of experience leading all ICT aspects of the production and delivery of anti-money laundering and counter financing of terrorism solutions and services to government financial institutions is required. A minimum of two years of experience leading all ICT aspects of the production and delivery of Law Enforcement related solutions and services to UN member states is desirable. Experience leading all ICT aspects of the production and delivery of other areas related to UNODC mandates (e.g., drug control related solutions and services to UN member states, laboratory related solutions and services to UN member states) is desirable. Work experience in software development life cycles for complex enterprise-wide systems and applications and related methodologies / industry best practices is desirable.
