Org. Setting and ReportingThe United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $95+ billion multi-asset class, global investment portfolio, about 85% - practically all the public portfolios- actively managed in-house while the private portfolios are invested in funds and co-investments. Asset classes under management comprise global public equities, fixed income, foreign exchange, private equity, real estate and , infrastructure and other real assets. The Chief Operating Officer is responsible for overseeing the programme of work of 5 sections: 1) Information Systems, 2) Operations, 3) Business Support, 4) Data Analytics and Business Applications (DABA) and 5) Strategic Management Office. The Chief Operating Officer reports directly to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). ResponsibilitiesWithin delegated authority, the Chief Operating Officer formulates, implements and optimizes the substantive work programme of the Sections under his/her supervision. • Leads and oversees the management of activities undertaken by the Sections, determines priorities and allocates resources for the completion of outputs and their timely delivery. • Co-ordinates work within and between the Sections under his/her purview, and with other organizations of the United Nations System, as appropriate. • Ensures that sound outputs are produced by Information Systems Section by evaluating the efficiency, performance and enhancements of those systems through defining the design strategy, structure and analysis of current and future information system needs of the OIM. • Ensures the development and administration of effective business continuity and cybersecurity certified programmes. • Provides advice and guidance to internal investment managers on financial systems services available in the industry to allow managers to automate processes for decision-making; coordinating hardware and software acquisitions; budget formulation and expenditure controls and related contracts. • Ensures that the Operations Section maintains high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates by directing the development, installation, and implementation of new accounting systems. • Ensures that the DABA maintains high quality standards by assisting OIM in making data-driven decisions, optimize operations, and enhance overall business performance, including the implementation of the Target Operating Model in the short, medium and long term. • Ensures that the Business Support Section maintains high quality standards in implementing Human Resources and other administrative strategies that align with OIMs strategic goals. • Ensures that the Strategic Management Office maintains high quality standards to ensure that strategic planning and organizational development are adequately resourced and cost managed prudently. • Oversees OIM’s culture transformation efforts, supporting the creation and implementation of strategies that align OIM’s culture with its mission, vision, purpose and goals. • Co-ordinates the preparation of reports for presentation to governing bodies such as the Pension Board, Advisory Committee on Administrative and Budget Questions, Fifth Committee, and the General Assembly. • Oversees the administrative tasks necessary for the functioning of the Sections, including recruiting (taking due account of geographical and gender balance), preparation of budgets, reporting on budget/programme performance and evaluation of staff performance. • Manages, guides, develops and trains staff under his/her supervision. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as assigned. At least 5 years of senior management experience managing projects in an investment environment is desirable. Experience that demonstrates a strong technology background and a focus on automation and process improvements is desirable.
