Project Context and Scope
In response to the ongoing conflict in Ukraine, the International Organization for Migration (IOM) is implementing a joint project with the World Health Organization (WHO) in support of the European Commission (DG SANTE), with the aim of improving access to healthcare for refugees and people displaced from Ukraine benefitting of temporary protection in Member States. In Hungary, among other activities, the project aims to develop and disseminate an information campaign targeting Hungarian medical professionals to promote awareness and understanding of healthcare entitlements and procedures for refugees from Ukraine, thereby enhancing their access to healthcare services in Hungary. 
  Organizational Department / Unit to which the Consultant is contributing   Programme Implementation Unit - DG SANTE: Improving access to healthcare for refugees and people displaced from Ukraine benefitting from temporary protection in Member States.  Tasks to be performed under this contract
1. Conduct a needs assessment (interviews/focus group discussions with relevant professionals as well as a desk research of existing materials and applicable legislation) – Deliverable in English by 6 August 2025, feedback reception by 13 August, feedback incorporation by 20 August. 
  2. Draft and/or adjust existing content for the campaign (both in English and in Hungarian) based on the following thematics – Deliverable by 3 September 2025, feedback reception by 10 September

  • Cultural sensitization to refugee populations;
  • Entitlements to healthcare services of refugee populations;
  • Access to medicines and medical equipment;
  • EESZT registration procedures for refugees under Temporary Protection;
  • Any additional topic identified during the needs assessment.
      3. Coordinate with IOM Hungary and the graphic designer for finalization of the campaign content and outputs in Hungarian, and develop a dissemination plan leveraging identified channels (e.g. newsletters, event, network mobilization such as the Association of Social Workers in Hospitals, relevant civil society actors, Victim Support Centres, Chamber of Doctors, etc.)  – Deliverable by 16 September 2025. 

    4. In coordination with the Media, Communications and Event Organization Specialist at IOM Hungary, support implementation, monitor reach and engagement, compile lessons learned – Deliverable by 30 September 2025.  
      Performance indicators for the evaluation of results
    Number of campaign materials developed (in Hungarian, with content also developed in English for review and approval): at least 5 accurate and informative thematic campaign materials are designed and developed in Hungarian, addressing the identified needs and preferred format for healthcare professionals;
    • Quality and clarity of the content (cultural sensitivity, accuracy, user-friendliness, accessibility)
    • Number of stakeholders consulted: at least 5 key stakeholders 
    • Number of dissemination plan approved: 1
    • Adherence to agreed timeline and milestones: 100% of milestones completed on time 
    • Number of final report in English summarizing activities, reach and lessons learned: 1 Education
      • Advanced degree in Public Health, Communications, Social Sciences, or related field.  Experience
        • Minimum 3 years of experience in public health communication or refugee health programming;
        • Demonstrated experience in developing culturally sensitive materials for professional audiences;
        • Familiarity with the Hungarian healthcare system and refugee entitlements; Skills
          • Excellent and proven writing and editing skills in Hungarian, with the ability to develop information materials for medical professionals;
          • Demonstrated ability to conduct needs assessments, including interviews, focus group discussions, and desk research;
          • Ability to develop and implement strategic dissemination plans using varied communication channels. Languages
            • Fluency in Hungarian and English required. IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
              • Travel within Hungary may be required for stakeholder consultations or dissemination events.
