Result of ServiceThe CCAC Methane Planning Expert on Institutional Strengthening will coordinate a roadmap for sectorial capacity strengthening with the Ministry of Housing, City and Territory (MVCT). The Consultant will facilitate dialogue within the MVCT and at national and subnational levels to present the scope, approach, and requirements for the sectoral MRV System and BTR reports. It is essential to estimate the costs of implementing and maintaining the MRV system. Work LocationBogota, Colombia Expected duration12 months Duties and ResponsibilitiesThe Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs, and tropospheric ozone. Participating in the Global Methane Pledge, Colombia has made a voluntary commitment towards the objective to reduce global methane emissions by 30% by 2030 compared to 2020 levels. We are now seeking a Methane Expert to coordinate a roadmap for sectorial capacity strengthening with the Ministry of Housing, City and Territory (MVCT). Key responsibilities: - Develop a roadmap for MVCT capacity strengthening for appropriate GHG estimations according to IPCC 2006 and its 2019 adjustment, mitigation potentials and abatement curves. - Develop a series of (2 or maximum 3 ) workshops with the technical teams of the Ministry of Housing City and Territory regarding scope, approach, and requirements for the sectoral MRV System. - Develop at least 3 instances of dialogue with SNICC, Providers of waste management services and National MRV System, regarding scope, approach, and requirements for the sectoral MRV System and BTR reports in key emission sources for Colombia. - Lead a workshop (conference or seminar) on national and international study cases on MRV systems. The consultant must collaborate with MVCT to conduct a workshop (either virtual or in-person). - Provide an estimate of the costs for implementing and maintaining the sectoral MRV system proposed by the consultant team. - Indicate the requirements for human and technological resources that will be required to operate the MRV System proposal based on available information. - Structuring a mock-up to be submitted to the financing mechanisms to continue with the following stages defined in the framework of the sectoral MRV System. Outputs: - Assessment and roadmap for sectorial capacities strengthening for appropriate GHG estimations according to IPCC2006 and its adjustment in 2019. - Workshops and instances of dialogue with the sectoral technical teams of the MVCT and other stakeholders regarding scope, approach, and requirements for the sectoral MRV System as well as the development of national and BTR reports in key emission sources for Colombia. - Workshop leader (conference or seminar) on national and international study cases on MRV systems (coordinated with MVCT). - Estimated Costs for MRV System, human and technological resources. - Structed mock-up towards financing mechanisms with following stages for MRV System. Qualifications/special skillsMaster’s degree in environmental engineering, or similar, specializing in project management - At least six years of professional experience in a field relevant to waste and energy, greenhouse gas mitigation, national greenhouse gas inventories, and/or climate policy is required. - Excellent written and spoken communication skills and the capacity to establish productive relationships with stakeholders is required. - Experience working in MRV systems is desirable. - Experience in agricultural and/or environmental public policy in Colombia is desirable. - Experience in international cooperation with different stakeholders. - A good knowledge of the national context of Colombia and experience in environmental public policy in Colombia is desirable. - Experience in multi-stakeholder engagement and working with government authorities in Colombia is desirable. - A good understanding of GHG dynamics, short-lived climate pollutants, and waste sector in Colombia is desirable.
