1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950, by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 60 million persons. The Cash-Based Interventions (CBI) Assistant is supervised by a CBI or Programme staff at a higher grade. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.

The incumbent will maintain relations with other units within UNHCR on the delivery of cash assistance to persons of concern. As per specific instructions, the incumbent may require liaising with operational partners and contractors working with UNHCR.

2. Purpose and Scope of Assignment

Under the overall supervision of Senior CBI Assistant, the CBI Assistant will perform the following tasks:

• Assist in the delivery of the payment cards, delivery quality control, and updating of the stock of Si Vale cards.
• Assist in the maintenance of CBI payment request and monitoring systems to record and reconcile requests, balances, payments, statements, and other data for day-to-day transactions and reports.
• Assist in preparation of recurring reports as scheduled and special reports as required.
• Assist in monitoring the implementation of the UNHCR CBIs including the delivery of all assistance item, monitoring reports.
• Export and manage data related to the cash assistance delivery to produce reports.
• Ensure proper filing and record keeping.
• Prepare background materials, working papers and tables for briefing and review sessions.
• Asist in data collection and reporting activities.
• Prepare routine correspondence.
• Liaise with POC, assistance beneficiaries, and partners.
• Oral Creole-Spanish interpretation and translation of documents as required.
• Document translations
Registration procedures: when the personal information of refugees, internally displaced persons or returnees are recorded.
• Direct incidents and problems to the supervisor when they cannot be resolved at their level.
• Perform other related duties as required.
• Any other related tasks as may be required or assigned by the supervisor.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• Completed high school or its equivalent, or Bachelor or equivalent or higher.
• Certification of interpretation/translator skills in an asset.
• A perfect command of the Creole and Spanish language is desirable.
• Working knowledge of English is an asset.
• Desirable: Certificates and/or Licenses: Business Administration, Political Science.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• Minimum 1 year of experience relevant to the functions.
• Computer skills (MS office), knowledge of database applications.
• Desirable: Knowledge of UNHCR programmes and activities. Completion of UNHCR learning programmes or specific training relevant to functions of the position. Experience in Cash-Based interventions. Good working experience in MS/Excel, MS/Access, SQL.
