1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.
In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 60 million persons. The Cash-Based Interventions (CBI) Assistant to support the appeal mechanism of targeting is supervised by a CBI or Programme staff at a higher grade. S/he performs a variety of functions related to cash assistance activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent will maintain relations with other units within UNHCR on the delivery of cash assistance to persons of concern. As per specific instructions, the incumbent may require liaising with operational partners and contractors working with UNHCR.
2. Purpose and Scope of Assignment

Under the overall supervision of Senior CBI Assistant, the CBI Assistant will perform the following tasks:
Responsibility (process and functions undertaken to achieve results)
- Assist in preparation of recurring reports as scheduled and special reports as required.
- Assist in monitoring the implementation of the UNHCR CBIs with main focus on the Humanitarian Assistance Programme as well as the trends in the appeal process;
- Realize Level 1 activity, i.e. phone calls to persons of concern in the appeal process to confirm possible discrepancy/situation not taken into consideration during the registration process;
- Realize Level 2 activity of the appeal process, i.e. appeal interview for cases with confirmed discrepancy as per Level 1;
- Study information available on the cases prior to realization of Level 2 KoBo questionnaire/appeal interview;
- Provide basic information on available support mechanisms, tools to the people served;
- Explain in a clear but respectful manner the aim of the appeal mechanism;
- Attend to messages and calls related to the appeal mechanism;
- Assist in meetings and activities related to the appeal mechanism as well as targeting in general;
- Asist in data collection and reporting activities;
- Ensure proper filing and record keeping;
- Prepare background materials, working papers and tables for briefing and review sessions;
- Prepare routine correspondence;
- Perform other related duties as required;

- UNHCR office has sufficient administrative and local support for the field activities thus better able to meet the needs of persons of concern.
- UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
- When requested, liaise with populations of concern, assistance beneficiaries, and partners.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)
a. Education (Level and area of required and/or preferred education)
• University degree (Bachelor’s) or equivalent in Business Administration, Economics, International Relations, Development, Social Science, Statistics, Information Technology or related fields with 1 year of relevant experience, or 2 years of relevant experience with High School Diploma in lieu of the Bachelor’s degree.
b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
• At least 2 years of professional work experience in the relevant area/programmes is an asset, such as experience working in the UN or other international development organization;

d. Desirable qualifications/skills/job experience:
• Knowledge of local context
