The primary role of the C&M Coordinator position is to support in the development and implementation of NRC’s cash and voucher distribution programming to provide support to vulnerable populations in the West Bank. Working under the supervision of Cash & Markets Programme Development Manager, the C&M Coordinator will support all stages of cash and voucher assistance in various humanitarian settings throughout the West Bank. In addition, this role will require coordinating and communicating with humanitarian agencies and government officials. NRC is looking for someone with strong analytical and problem-solving skills who is looking to work in a challenging and fast-paced environment.  

Generic responsibilities 

  1. Line management of C&M Project Staff
  2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies for Cash and Markets 
  3. Contribute to C&M strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
  4. Manage and implement delegated portfolio of Cash and Markets projects (activities, budget and project documentation) as delegated in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to PDM and AM
  6. Promote and share ideas for improvement and necessary changes in the activities
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Ensure capacity building of project staff and transfer key skills  
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

    Specific responsibilities 

    • Identify implementation opportunities for cash-based interventions and market-based programmes and support staff to implement quality timely programmes 
    • Supports the Cash and Markets PDM in the overall implementation of the project and ensure activities are delivered timely as per the workplan and in accordance with Donor requirements. 
    • Input into timely and detailed monthly implementation plans for Cash activities in close coordination with the Cash and Markets teams and support departments. 
    • Support in budget management, ensure budget management and submit regular spending plans; develop workplans for the Area Cash and Markets staff and follow up with progress daily. 
    • Support NRC Monitoring and Evaluation staff with donor reporting regarding relevant cash and voucher distributions
    • Support Finance and Programme Teams with the financial reporting and reconciliation processes.
    • Support the Cash and Markets PDM in writing programme concept notes and proposals focused on cash programming, and to contribute to writing reports.
    • Supporting on data collection for REACH for price monitoring.
    • Draw on the lessons learnt and capture success stories of cash programming and collect quality pictures for reporting purpose.
    • Supports in project participant selection process for WB.
    • Follow up as needed with the support department (Finance, Logistics, HR and Administration) to guarantee the smooth running of Cash activities that include movement planning, internal request, payments, Procurement planning etc.
    • In collaboration with Monitoring, Evaluation and Learning (MEL) team, ensure that all Cash and Markets projects are monitored regularly, and data are collected on a weekly, monthly and quarterly basis.
    • Identify training needs of Cash and Markets teams, partners and community committees and organize/facilitate training events as needed.

    • Experience from working in a Cash project implementation position in a humanitarian/recovery context

3 years of experience of implementing Cash responses projects or similarProfessional knowledge of cash transfer modalities/systems. Ability to work independently and creatively. ‎Experience with community-based projects/activitiesExperience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretionSkills in monitoring and evaluation would be beneficial. Experience with multi-sectoral and integrated Cash and Markets programming Fluency in Arabic, both written and verbal
