Department:  Cash and Livelihoods Position:  Cash and livelihoods Information Management Officer  Duty Station:  Benghazi – Libya Duration of contract:  31st of December, 2024 Travel:  20% domestic (between Benghazi, Ajdabiya, Derna, Sebha and surrounding areas)  Reports to:  Cash and Livelihoods Project Coordinator

Background

The cash and livelihoods information management officer will work to establish and implement information management systems thatwill enable improvement of internal management, program/project performance and evidence- based decisionmaking. Within this context. S/he will support all data collection and conduct data management, analysis and reporting associated with large-scale Cash and Livelihood programming. The Cash and Livelihood IMO will work closely with the implementation team to ensure all data systems are running effectively and efficiently. 

Generic responsibilities (max 10)

Ensure adherence with NRC policies, tools, handbooks and guidelines. Implement delegated Core Competency project portfolio according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist. Promote and share ideas for technical improvement. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

Establishing, Maintaining and Implementing Information Management Systems 

Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flows. Establish a good practice for mobile data capture form design, form building and remote support. Respond to cash and Livelihoods team requests for support on data capture implementation. Contribute to the projects data collection, entry and management system through tablets and KOBO (or similar platforms) collect and documentation of the filing. Maintain a library of forms for common project cycle data capture activities. Support the design of IM SOPs. Perform data collection methodology and apply M&E tools in actual data collection, as needed. Report monitoring data in a timely manner.

Monitoring & Evaluation (M&E)

Support cash and Livelihoods project Coordinator/ Manager and specialist in designing M&E tools, Train the cash and livelihoods team on M&E tools, Support the oversight of M&E of cash and livelihoods activities in the areas of operations. Manage external reporting and submit needed data and requests on time. Update GORs and ITTs regularly and act as focal point with MEL.

Analysis, Reporting and Visualization 

Maintain output and outcome reporting systems and improve user experience and functionalities when required. Support aggregation and analysis of data capture efforts by field teams for cash and livelihoods reporting. Establish, Maintain, and improve Power BI visualization dashboards.

Capacity Building 

Capacity building and training implementation of cash and livelihoods staff on information management tools and processes.

Grants /Reporting

Support cash and livelihoods PC, PM and AM in NRC Project Cycle Management documents (I.e. Project review meeting)

Other tasks 

Any other reasonable task as instructed by immediate supervisor. Critical Interfaces

Bachelor’s degree or higher   Years of Experience: 3

Generic professional competencies for this position:

Experience in working in a humanitarian/recovery context. Graduate degree in related field such as information systems management, computer science or any relevant field. Previous experience from working in complex and volatile contexts. Documented results related to the position’s responsibilities. A customer service client centered approach. Experience with JavaScript programming language. Ability to design purpose and context appropriate data capture tools and surveys. Experience with qualitative and quantitative data collection and analysis. Experience with information management techniques and developing information management systems. Strong data interpretation skills, report writing, and data presentation. Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines. Written and verbal fluency in English and Arabic. Excellent communication and interpersonal skills.

Context/specific skills,knowledge and experience:

Knowledge of the NGO operations and the dynamicsof the humanitarian sector preferable. Good training and presentation skills. Ability to work collaboratively with team members. Experience in M&E Experience in reporting Knowledge of the overall context in Libya will be an asset. Excellent English drafting skills, high standard of accuracy and attention to details Strong analytical and numerical skills Excellent computer skills especially MS Excel and Word. Solid information, communications, and technology skills are an asset. Ability to work independently in a result-oriented multi-tasking and multi-cultural environment. High integrity and confidentiality. Stress and time management. Experience with mobile data capturing tools and building scripts.
