    Organizational Setting and Reporting Relationship


    The position of Carbon Finance Officer is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila.

    You will report to the Senior Director, CCRE and work closely with designated international staff from CCRE and also closely work with the Office of Markets Development and Public-Private Partnership (OMDP) and other departments leading to the implementation of carbon finance projects and programs in ADB.

    Your Role

    As a Carbon Finance Officer, you will provide technical, operational, and coordination support for CCRE’s carbon finance activities, including ensuring synergies across multi-disciplinary teams.


    You will:

  • Support CCRE and OMDP’s involvement in the design, development and implementation of the carbon finance-based projects, including review of project documents and knowledge products.
Support achievement of targets, track progress and compile reports on the accomplishments. Support the coordination of the carbon finance work undertaken by ADB with other development partners. Support the coordination of the carbon finance work undertaken by CCSD/CCRE with ADB Operations Departments, OMDP, Office of General Counsel, among others. Coordinate technical and capacity building support to Developing Member Countries including through the organization of capacity building events. Contribute to the design and development of knowledge products. Assess greenhouse gas (GHG) mitigation potential and carbon market opportunities for the ADB’s pipeline of projects. Provide corporate knowledge support and assist in the preparation of briefing notes, talking points, meeting summaries and presentation materials for workshops, conferences, meetings and seminars. Undertake general research on carbon finance / carbon markets including policy and sector issues and best practices, data collection and analysis of CCRE and OMDP’s work on carbon finance / carbon markets. Perform other tasks as assigned and reflected in the work plan.

Qualifications

You will need:

Bachelor’s degree in engineering, economics, environment science or relevant fields, preferably with advanced training. At least eight (8) years of relevant professional experience, working directly on carbon finance / carbon market, preferably in Asia and the Pacific region; Good understanding of carbon pricing, carbon markets including those emerging under Article 6 of the Paris Agreement and the voluntary carbon markets; Experience working on carbon finance and energy projects; familiarity with the operations, policies and procedures of multilateral financing institutions; and experience in processing and implementation of projects is an advantage. Strong interpersonal, project management, conceptual, team coordination and analytical skills are desired.
