Result of ServiceThe consultant will contribute to the following CTCN PALO objectives and deliverables: • Strengthening the collaboration with the Green Climate Fund (GCF) Secretariat under the UNFCCC Financial Mechanism in the preparation of GCF concept notes and Project Preparation Facility (PPF) applications • Enhanced capacities of National Designated Entities (NDE) of the CTCN across Asia and the Pacific along with other stakeholders on climate adaptation and mitigation technologies, including community-based technological solutions in communities at risk of conflict due to climate change impacts • Facilitation of awareness raising, identification of Collaborative Research, Development and Demonstration (RD&D) needs and potential RD&D projects, and support in preparing the establishment of twinning arrangements • Effective support for global processes related to the provision of Technical Assistance including management of the Technical Assistance under the collaborative RD&D initiative • Effective implementation of regional collaborative activities and exploration of partnership opportunities Work LocationIncheon City Expected duration12 months Duties and ResponsibilitiesThe CTCN is the operational arm of the UNFCCC Technology Mechanism. It is hosted by UNEP. The mission of the Climate Technology Centre and Network (CTCN) is to stimulate technology cooperation and to enhance the development and transfer of technologies to developing countries. The CTCN Partnership and Liaison Office (CTCN-PALO) in the Republic of Korea is set up to enhance climate technology development and transfer and to strengthen the linkages between the CTCN and the Green Climate Fund (GCF) and between the CTCN and other entities working on climate technologies that are based in the Republic of Korea. The Office also serves as a Centre of excellence for collaborative RD&D on climate technologies. A consultant is required to support CTCN in the operationalization of the work of the CTCN Partnership and Liaison Office. The consultant will also upscale the work of the CTCN through stakeholder engagement and will continue to provide support to more countries towards transformational long-term climate actions, in particular through supporting the activities of CTCN PALO. The consultant will report to the Head of the CTCN PALO and work in close collaboration with the CTCN Director and other CTCN team members. He/She will undertake the following tasks and responsibilities: Capacity Building and Network engagement • Delivering capacity-building activities as approved in the Joint Work Programme of the UNFCCC Technology Mechanism and Programme of Work of CTCN for 2023-2027 • Develop concepts and deliver Global Thematic and regional Capacity Building programs to support missions of CTCN PALO office, including through learning visits and technology talks • Develop concepts and support the delivery of Global Network Engagement events, focusing on partnership formation/twinning arrangements between CTC Network members • Contribute to Stakeholder Engagement activities, including NDE forums, focusing on strengthening regional coordination • Develop thematic program-related knowledge materials • Recommend improvements to increase the overall visibility and promotion of CTCN’s capacity building service area • Enhance relationship with Network members, particularly with Korean network members and those in Asia Pacific region, to ensure active their engagements in CTCN work • Contribute to knowledge management and communication activities of CTCN on capacity building, including webinars, web-based training sessions and publications • Contribute to robust reporting of capacity building and network engagement activities • Support administrative processes, as necessary, to ensure delivery of capacity-building activities Collaboration with GCF • Identify potential capacity-building activities that can enhance countries capacity in scaling up their technical assistance projects to access finance (e.g. project proposal development) Collaborative RD&D • Develop concepts and deliver Capacity Building programs to support collaborative Research, Development and Demonstration (RD&D) Technical assistance • Support Technical assistance team to develop, as required and appropriate, modules for capacity-building programs to be implemented as part of Technical Assistance projects CTCN PALO Office • Support the process for extension of the CTCN PALO through planning and documenting the PALO’s Workplan and Annual Narrative Report and provide necessary information to support strategic decision making by CTCN management • Assist in communicating the Office’s activities to donors • Contribute in increasing the visibility of Office activities among national stakeholders Other tasks • Provide relevant inputs and deliver presentations on matters related to capacity-building and/or network engagement to CTCN Advisory Board, Technology Executive Committee and UNFCCC Parties, as required • Contribute to the formulation of CTCN Programme of Work, Annual Operating Plans • Contribute to the development of the PALO Annual Work Programme and Annual Narrative Report and other reporting requirements for the Korean government; • Other tasks as directed by Head of CTCN PALO or Director of CTCN Qualifications/special skillsAdvanced university degree in (Master’s degree or equivalent) in social science, technology, environment, public policy, behavior change or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. At least 5 years proven expertise in issues related to climate change, capacity building, behavior change, and sustainable development. At least 4 years of experience in the management of data, information, knowledge and the creation of knowledge (intellectual) capital, knowledge sharing, effective communications, methods and strategies. Knowledge of broad environment and climate/weather/energy considerations in system approach and community development. Demonstrated expertise in convening stakeholder consultation and participatory approaches to project development with excellent interpersonal and facilitation skills. Thorough understanding of the UNFCCC, GCF, SDGs, the Paris Agreement and other relevant international agreements LanguagesFluency in written and spoken English is required.
