Position Overview:
PADF is seeking a highly analytical and strategic Business Development Analyst to join the PADF team. This role is central to enhancing our service offerings and competitive positioning within the sector. The successful candidate will be instrumental in identifying and analyzing new business opportunities and trends, tracking and analyzing data to help position PADF, and modeling financial projections, and budgeting to support a wide range of new business opportunities.
Essential Duties and Responsibilities:
Strategy and Analysis
Proactively monitor and analyze key trends, priorities, and potential policy and funding implications for PADF’s core donors that impact growth strategy. Monitor and analyze the competitive landscape and provide inputs into how the organization needs to position itself to achieve its mission and remain viable against its competitors. For new markets, donors, and partners, provide information on new markets including landscape, timing, and what PADF needs to develop in order to effectively pursue. Perform research and analysis to populate the organization’s future business development pipeline, aligned with its existing and potential service lines of business. Evaluate various opportunity types aligned with PADF’s strategy such as leveraging existing projects and untapped donors. Identify emerging trends and shifts with donors to inform strategy through tracking, review, and synthesis of donor communications, strategy documents, and other sources.
Tracking and Positioning
In alignment with PADF’s technical, donor, and geographic priorities, assist positioning leads to ensure up-to-date knowledge of donors and the thematic area landscape to inform creation of bespoke win theme and technical strategies that align to their preferences. Work collaboratively with technical, programs, and field staff as well as external stakeholders to develop and implement intelligence gathering and positioning strategies to strengthen PADF’s competitiveness for winning new business. Manage BD-related sources of data and information, including regarding U.S. and EU Government Procurement opportunities for BD pipeline development and maintenance. Track progress, requirements, and reports as required. Identify, track, and regularly report on developments by key competitors. Track, analyze, and evaluate new business performance against meeting established growth targets.
Modeling and Budgeting
Support senior leadership efforts to model financial projections with data from current business development pipeline. Project future revenue performance based on market trends and the business development pipeline. Work with proposal teams to develop and ensure a systematic approach to cost and budget, appropriate to each donor type.

Budgeting and Costing - Works with country teams to cost out key proposal elements and integrate into donor-appropriate integrated budget. Ensures the budget narrative corresponds to the budget and to the final technical proposal. Communicating and visualizing data - Makes complex data shine through with clarity in numerical, visual, and written forms.

Required Qualifications:
Minimum B.A. Five (5) years of work experience in data, analysis, costing, and budgeting. Experience contributing to business development for organizations bidding on programs funded by the US government. An understanding and dedication to PADF’s mission. Strong analytical skills and ability to manage complex projects. Excellent interpersonal and communication skills. Familiarity with US government contracting and procurement award processes. Bilingual Spanish English preferred.Salary Range: $86,940 - $93,000.
A candidate’s salary is determined by multiple factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, and internal organizational equity.
