Quality Assurance, Monitoring and Evaluation Officer                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  1.    Background                                                                                                                                                                                                                                                           The UNFPA–KOICA project “Basic Rights, Peace and Equality for All in the Sahel and Northern Regions of Burkina Faso” aims to strengthen gender equality, advance women’s and youth empowerment, and reinforce peacebuilding and social cohesion in conflict-affected areas. Implemented in highly volatile humanitarian settings characterized by population displacement, limited access to basic social services, and heightened protection risks—particularly for women, girls, and adolescents—this multi-year initiative requires strong monitoring, evidence generation, adaptive management, and rigorous quality assurance systems.

Given the complexity of interventions across SRH/AYSRH, GBV prevention and response, women’s leadership, community resilience, and peacebuilding, robust M&E and knowledge systems are essential to ensure accountability to affected populations, compliance with KOICA requirements, and achievement of UNFPA’s transformative results.

The Quality Assurance, Monitoring & Evaluation Officer will strengthen monitoring systems across all project components, ensure timely and high-quality data for decision-making, and support evidence-based implementation in the Sahel and Nord regions.                                                           

   2.    Purpose of Assignment and Reporting Line 

  The Quality Assurance and M&E Officer plays a key role in strengthening results-based monitoring and evaluation across UNFPA Burkina Faso programmes. Under the direct supervision of the Project Management Specialist (KOICA Project) and overall guidance of the UNFPA Deputy Representative, the position aims to enhance evidence generation and use—ensuring that performance data informs strategic decision-making, improves accountability, and supports the scaling of effective practices.

With growing demand for evidence-based programming and operations, the Officer will support harmonization of data collection tools, ensure compliance with HQ data standards, and lead efforts to improve data analysis and utilization. The Officer is also responsible for building the capacity of field and country office staff, supporting quality report writing, and establishing clear protocols for archiving data and reports.

In addition, the Officer will help maintain internal control mechanisms, monitor financial performance and programme results, and support the creation of a centralized repository of M&E tools, datasets, and evidence. The role contributes to improved oversight within the Country Office, UN inter-agency M&E collaboration, and strengthened national systems for monitoring and evaluation.

Job Purpose:

3.    Accountabilities

Programme Quality Assurance & Compliance
* Support the development of all KOICA project documents—including annual workplans, PTAs, budgets, results frameworks, and progress reports—meet required quality and compliance standards.
* Support producing quarterly, mid-term, and annual M&E products required for KOICA and UNFPA reporting
* Support tracking project indicators, results, risks, and assumptions across all components.
* Ensure KOICA-specific donor visibility, reporting formats, and documentation standards are applied consistently.
* Maintain an updated repository of project data, monitoring tools, and documentation necessary for audits and donor reviews.
* Support preparation and follow-up of internal/external audits, evaluations, and KOICA monitoring missions.

Monitoring, Evaluation & Results-Based Management

* Coordinate and consolidate data from field offices, implementing partners, community structures, and health facilities.
* Support producing quarterly, mid-term, and annual M&E products required for KOICA and UNFPA reporting
* Support the development, use, and updating of M&E tools (e.g. dashboards, Atlas).
* Facilitate learning, training, and technical support on RBM, M&E tools, and HACT compliance for staff and partners.
* Support in organizing and participating, where relevant, in regular monitoring field missions in the Sahel and North regions, documenting findings and follow-up actions.
* Standardize and improve quality of reports, bulletins, and communication products at all levels, including quarterly, midterm, and annual M&E products required for KOICA and UNFPA reporting.

Information & Knowledge Management
* Coordinate and collect information to strengthen project knowledge management, ensuring systematic documentation of results, good practices, case studies, and human-interest stories. 
* Ensure proper archiving of datasets, monitoring reports, mission findings, baseline/endline studies, and visibility materials.
* Contribute to evidence-based advocacy materials, briefs, and strategic documents targeting national authorities, donors, and UN partners.

Capacity Building of Implementing Partners
* Document capacity gaps of implementing partners, and community actors to improve collection and utilization of quality information and data. 
* With consultations with other units, support developing training modules on M&E, RBM, reporting, data quality, and utilization of monitoring results.
* Provide ongoing technical support to strengthen partner compliance and performance monitoring.

* Perform any other related tasks assigned by the supervisor or head of unit.

4.    Qualifications & Experience Required

Education:  

Master’s degree in public health, statistics, economics, mathematics, data science, information systems, communications, or another relevant field, or bachelor’s degree in the aforementioned areas with two (2) additional years of experience.                                                                                                                                                                                                                                                     

Knowledge and Experience: 

* A minimum of 3 to 5 years of postgraduate professional experience in information management, research, or data management—preferably in the context of humanitarian assistance, international development, or population and development. 
* Experience in areas such as gender, sexual reproductive health, population dividends is an asset. 
* Prior work with UNFPA or other UN agencies is desirable, with the ability to quickly navigate UN systems, processes, and business practices. 
* Prior work with donor-funded projects (KOICA preferred) is considered an asset. 
* Experience in diverse settings, including emergency contexts, will be considered an advantage.

Knowledge & Skills
- Strong knowledge of data analytic tools (e.g. Excel, R and/or SPSS). 
- Knowledge of data visualization skills (e.g. Tableau and/or PowerBI), graphic design and data/file management. 
- Ability to present and communicate information to clearly articulate insights to internal and external stakeholders of UNFPA. 
- Strong analytical skills with the ability to analyze and interpret information, identify trends, and draw out data-driven key messages. 
- Ability to work independently and in a team that will deliver results in a timely and organised manner. 
- Ability to lead, motivate, and train a small group of people.
- Willingness and open-mindedness to explore and experiment with new ideas and approaches in own work.
 

Language Requirements>
Fluency in oral and written English and French (Level C), including clear and concise writing skills. Knowledge of Korean is considered an asset.
