VPU CONTEXT
The Corporate Secretariat Vice Presidency (SEC) of the WBG supports the Board of Governors and the Executive Directors of IBRD, IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC is unique in working across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) as the key interlocutor between the Board of Governors, the Executive Directors, the President and Senior Management, operational management and staff. SEC's primary purpose is to facilitate effective, efficient, and strategically focused interactions between the Board and Management to achieve the World Bank Group's overall mission of poverty reduction.
The Policy and Operations Department of the Secretariat (SECPO) is responsible for managing the work program of the Board and the Board standing committees (Audit Committee, Budget Committee, Committee on Development Effectiveness, Committee on Governance and Executive Directors Administrative Matters (COGAM), and Human Resources Committee), Board and Committee meetings.
SEC is seeking a motivated and dynamic individual with excellent IT, modeling and database management skills for the position of Board Operations Analyst. In addition to the above-mentioned skills, success in this position requires interest in corporate governance, institutional and organizational policies and ability to develop approaches and procedures in these areas; judgment; strong client and team orientation; the ability to grasp the connections between process and governance issues and switch gear rapidly when required. It will be important to be comfortable working in a dynamic environment with multiple deadlines and to sustain the highest standards of accuracy.
ROLES & RESPONSIBILITIES
Under the guidance of the Manager, the key responsibilities of this role will be (1) to maintain the existing member database, consisting of data on GDP and IDA contributions, ensuring that all data is up to date and validated against WBG sources (2) to use existing computer models of shareholding allocation to generate simulations of different ways to allocate shares and show their impact on the shareholding and voting power of the membership (3) to validate these results, including by cross checking them with alternative models (4) to develop existing models as needed by writing code to add new features, such as new share allocation rules, or to present results in different ways (5) to ensure that results are always presented in a clear and effective way through well-constructed data tables and charts. Specific responsibilities will include:
Data Maintenance and Updates
• Update and maintain the data, ensuring the latest GDP and IDA contributions are incorporated in the core datasets.
• Ensure data integrity, completeness, and consistency across all datasets used in the analytical framework.
Simulations, Modeling, and Validation
• Develop complex data models to simulate the impact of different shareholding scenarios on the members based on varying assumptions.
• Perform sensitivity analyses to identify key drivers of changes in related metrics and their implications for institutional governance.
• Design and maintain a verification tool or \"shadow model\" to cross-check and validate the results generated by the primary model, ensuring accuracy and
• Ensure consistency of output using Excel or relevant software/coding platforms (e.g., R or Python).
• Troubleshoot and optimize existing code or algorithms to enhance performance and reliability of the main analytical tool.
Research and Analysis
• Conduct in-depth research on economic data and trends to inform the analytical framework.
• Provide data-driven insights and recommendations to the team based on analysis of historical and current data.
Documentation and Communication
• Prepare detailed technical documentation, including user guides and methodology notes, for the primary and shadow models.
• Develop comprehensive visualizations for presentations (e.g., charts, tables) to effectively communicate results and scenarios to diverse audiences.
Collaboration and Support
• Collaborate with colleagues to align analytical outputs with strategic objectives.
• Provide technical support and guidance to team members and stakeholders using the models and tools.
Other Tasks
• Conduct background research and draft documents, including products and records, for Board/Committee meetings and ad hoc topics.
• Review policy and operational documents prior to Board/Committee consideration and provide feedback and guidance to originators as necessary to ensure responsiveness to the expectations of the Board Members and compliance with policy requirements and Board and Committee procedures.

Selection Criteria
• Master’s degree or equivalent, with 2 years of relevant work experience or equivalent combination of education and experience.
• WBG experience is preferred but not required.
• Previous experience in corporate governance or legislative committees is desirable.
• Excellent integration and written and verbal communication skills, especially - (i) synthesizing complex issues and (ii) writing and communicating clearly, concisely, and quickly for diverse audiences.
• Demonstrated mature judgement.
• Ability to multi-task, prioritize work effectively, and strong conceptual skills.
• Strong proclivity for teamwork, including an open and collegial work style and a high energy level.
• Tact, discretion, and diplomatic skills to deal with sensitive issues. Ability to communicate clearly and concisely.
Technical Expertise:
• Excellent overall IT skills and proficiency in using a wide range of software and hardware tools to meet business needs and competence in troubleshooting and resolving technical issues quickly.
• Advanced proficiency in Excel, including complex modeling and data visualization.
• Strong programming skills in R or Python, with experience in developing, debugging, and optimizing data models.
• Familiarity with simulation frameworks and sensitivity analysis techniques.
Analytical and Problem-Solving Skills:
• An ability to conceptualize and develop secondary models for validation and troubleshooting purposes.
• Strong attention to detail and ability to identify inconsistencies or errors in datasets or models.
Communication Skills:
• Proficiency in documenting technical processes and methodologies in a clear and professional manner.
• Strong ability to communicate complex data findings through visuals and written reports for technical and non-technical audiences.
