Setting and ReportingThis position is located in the Office of the Chief of Staff, Board and Inquiry Unit of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA), duty station Bangui. The Board of Inquiry Officer reports to the Chief of Staff. ResponsibilitiesWithin delegated authority, the Board of Inquiry Officer P4 in the Mission will be responsible for the following duties: • Supervises the Board of Inquiry (BOI) Unit by identifying and prioritizing tasks to be undertaken by the Unit, including reviewing Board findings; conducting data analysis of all incidents in the Mission regarding the deaths or serious injuries of UN personnel members; developing best practices and disseminating lessons learned; advising senior management on BOI related matters; and providing training and guidance to staff on Unit objectives, rules and regulations, policies and procedures. • Coordinates the preparation and implementation of the annual work plan of the BOI Unit to ensure that work priorities and objectives are met, considering the most effective use of resources; provides guidance and analysis on casualties of UN personnel members; supervises staff members and evaluates staff performance. • Acts as the primary point of contact on all matters relating to BOI and advises senior management of the Mission on procedural and policy matters regarding BOI. • Supervises the maintenance of a roster of personnel to facilitate the selection of members with relevant competencies to serve on Boards of Inquiry; reviews the convening orders and terms of reference for approval by Mission leadership. • Provides advice to mission leadership on the BOI Policy Directives and Standard Operating Procedures as well as the United Nations administrative and financial regulations and rules. • Supervises follow-up and monitoring of implementation of BOI recommendations, identifies systematic and repeated findings, drawing lessons learned; develops guidelines for the conduct of mission self- assessment reviews of their internal control framework and ensures that appropriate actions are taken to implement the recommendations of the BOI. • Identifies and proposes policy reviews to improve management practices and ensures that corrective actions are taken to modify or improve internal control procedures or work processes by conducting proactive reviews of implementation of the recommendations. • Conducts quality control for all documents in English and French emanating from the BOI Unit. • Inter alia supervising the update of the BOI Tracker database aimed at monitoring the implementation of BOI recommendations; the Chief BOI also reviews statistical reports, as well as identifies trends; and provides strategic guidance on BOI findings and recommendations to mission leadership. • Performs any other duties as required. EducationAn advance university degree (Master’s degree or equivalent) in administration, finance, law, social science or related fields is required. Work ExperienceAt least seven (7) years of relevant progressively responsible experience in public administration, finance, law or related areas is required. Experience working at the United Nations or other international organization in the same capacity is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat as well as MINUSCA. For the position advertised, fluency in English and French is required. Knowledge of Arabic or other official UN language is desirable.
