    ORGANIZATIONAL CONTEXT

    The position is based in Montreal, Canada and reports to Chief, Aviation Service.


    To facilitate the implementation of Annex 2 of the MOU providing a framework for enhanced cooperation concluded on 06 December 2019, and all provisions of the MOU, including any amendments there to, are incorporated by reference and apply to this Annex.

    THE ROLE

    In line with WFP-ICAO MoU the staff member is envisaged to be assigned to ICAO Air Navigation Bureau continuing the long-standing cooperation between WFP and ICAO in support of humanitarian air operations worldwide. During the assignment the loan will keep a coordination line with the releasing WFP for all technical and administrative applicable matters as indicated by WFP.

    The objective is the sharing of technical expertise, resources and a secondment of a WFP Expert to ICAO in accordance with Articles 1, 2 c) and 3 of the abovementioned MOU.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    • Analyse problems raised by States and International Organizations in the field of flight operations and recommend appropriate solutions
    • Propose amendments to Annex 6 to reflect operations needs and new trends and technological developments
    • Propose amendments to other documents, such as manuals to facilitate the implementation of Annex 6 requirements;
    • Prepare technical studies and working papers for the Air Navigation Commission, international meetings, etc. relating to operational procedures and technical aspects of operational safety systems;
    • Analyse and draft proposals related to the amendment and/or implementation of relevant technical Annexes to the Convention and other ICAO documents, particularly in the areas of aircraft operations, performance based navigation, aircraft operator certification and operational approval;
    • Analyse technical/operational aspects of civil aviation, preparation of working papers, reports, briefs, correspondence, etc.;
    • Support the ICAO ANB/SAF/OPS Section and the expert groups it manages as may be necessary in ensuring relevant coordination in building global provisions and guidance material;
    • Develop comprehensive working papers, State letters and other documentation required to present Annex amendment proposals to the Air Navigation Commission and ICAO Council to facilitate technical discussions;
    • Performs other related duties in ANB, as assigned;
    • Participate in initiatives, activities or projects implemented by ICAO and WFP under the MOU as coordinated with the ANB;
    • Developing contingency plans with ICAO and states agencies on coordinated efforts;
    • Provide data that ICAO can utilize to enhance WFP strategies to augment disaster/relief preparedness;
    • Work with the WFP Emergency Preparedness & Support Response Division (OSE) and WFP regional bureaux to identify potential areas of need with respect to aviation support and discuss opportunities to assist such areas with ICAO;
    • Enhance corporate visibility through safety promotion and capacity strengthening activities including the following:
    • Supporting ICAO to consolidate aviation safety and security efforts in countries where WFP has active presence;
    • Fostering partnerships with International humanitarian aviation organizations;
    • Organizing and facilitating WFP-led events such as Aviation Safety Campaigns in areas of common interest and in coordination with ICAO;
    • Identifying training to WFP Aviation staff and relevant stakeholders;
    • Coordinate with ICAO, UN DOS and UN DMSPC (NY) and WFP HQ to plan schedules and organize UN ATAG meetings as well as any other joint meetings that may be required; and
    • Identify technologies and systems that can be deployed in an expedited manner to support humanitarian efforts in response to emergencies;


      QUALIFICATIONS AND EXPERIENCE

      Education: Specialised advanced University degree in Aeronautics, Aviation Engineering with specialization in aircraft construction and Holds or has held a Commercial Pilot License, Air Traffic control, Aeronautical Engineer or Maintenance Engineer License.

      Desired experiences for entry into the role:

      Eight years of relevant progressively responsible experience in collaboration with ICAO and National aviation authorities.

      Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

      • Technical knowledge of Licensing, Operations, Airworthiness, Safety Management, and technical supervision of the Federal Aviation Office
      • Working experience with Air Navigation Commission of the International Civil Aviation Organization
      • Technical knowledge of approval of maintenance proofs of organizations, maintenance programs, airworthiness certificates for aircraft.

        TERMS AND CONDITIONS

        • This is an International Professional position and is open to all nationalities.

        • Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

        • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

        • The selected candidate will be required to relocate to Montreal, Canada to take up this assignment.
