JOB CONTEXT:
The ceasefire has facilitated a significant increase in humanitarian aid shipments into the Gaza Strip, averaging approximately 600 trucks per day and totalling around 4,200 trucks over the first week. While entry restrictions for trucks have been eased, challenges in cargo distribution persist and require urgent attention.

Ensuring safe and stable supply and delivery pipelines for humanitarian aid remains the highest priority. To support this, Atlas Logistique is adapting its logistics platform services in Gaza, to align with the scaling efforts of the humanitarian community and reinforce the local logistics environment:

\u00b7         Develop existing AL storage capacities and services in the Middle Area (Central Gaza) and in North Gaza (Gaza City) and continue responding to humanitarian storage needs with the three operational maintenances of AL\u2019s existing warehouse and the assessment of potential new storage capacity.

 

\u00b7         Continue to provide logistics support to as many humanitarian actors as possible that are implementing projects in Gaza.

 

\u00b7         Integrate a temperature-controlled structure sensitive humanitarian inputs to the existing platform to enhance the capacity of humanitarian stakeholders to deliver fast and efficient aid to conflict-affected populations inside Gaza Strip\u202fwith 15-25\u00b0C storage platform for storing medical products that require specific storage conditions.

 

Develop existing transport services including in hard-to-reach areas, continue to develop partnerships with humanitarian actors and continuously assess the transport-related needs.

YOUR MISSION:
Reporting directly to the Atlas Operations Manager, the \u201cAtlas Project Manager\u201d supports the Atlas Logistique teams on the operational planning, implementation and monitoring of HI/AL\u2019s operational strategy. This position englobes the storage and transportation components of the project and could be completed with other Atlas Logistique activities (ex; Capacity Building).

To do so, the Atlas Logistique PM supports his/her team to ensure optimal quality, effectiveness and impact of the implemented project and to contribute to the sound management and effective functioning of the organization in Gaza.

The position is based in Middle Area with regular movements in the different operational sites including Gaza City.

In this framework, your missions are :

Mission 1: Operational implementation

\u00b7        Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures:

\u00b7        Ensures the planning of activities and establishes action plans;

\u00b7        Ensures Budget forecast and follow-up;

\u00b7        Ensures that activities are implemented in line with the project reference documents and the allocated budget;

\u00b7        Manages expenditures and ensures a follow up of budget lines for his/her activities;

\u00b7        Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;

\u00b7        Follows procedures to develop new partnerships with user organizations ;

\u00b7        Ensures the effective implementation and follow up of institutional policies (PSEAH, mandatory cross-cutting approaches, etc.) on his/her project;

\u00b7        Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical departments;

\u00b7        Ensures project data management:

\u00b7        Ensures that the appropriate data collection and management tools are in place on the project, in line with applicable standards;

\u00b7        Ensures that data related to the project is collected and compiled in the project database;

\u00b7        Carries out regular verifications and makes any necessary corrections in the activity database.

\u00b7        Ensures project reporting:

\u00b7        Monitors the achievement of results and indicators, as per the logical framework;

\u00b7        Is in charge of producing the appropriate reporting tools ;

\u00b7        Reports regularly to the line manager;

\u00b7        Contributes to writing reports for the funding agencies when relevant;

\u00b7        Guarantees the proper archiving of information and documentation regarding the project.

 

Mission 2. Expertise: Logistics services to humanitarian actors

\u00b7        Ensures that the project is implemented in compliance with technical and operational frameworks as well as local/international regulations regarding provision of storage and transport services to other humanitarian stakeholders and smooth running of operations :

\u00b7        Ensures that the activities implemented comply with HI/AL and external applicable technical norms and standards;

\u00b7        Monitors and improves storage tools and processes (database, SoPs,\u2026) , and ensures their effectiveness in close coordination with his/her superiors and relevant other departments of HI/AL;

\u00b7        Ensures project\u2019s staff benefit from technical training upon needs, and that technical briefings/capacity-building of partner organization staffs upon needs in order to smoothen interactions with HI/AL and ensure optimal provision of services; 

\u00b7        Ensures the quality and relevance of project activities implemented, in particular the quality of services provided to partner organizations;

\u00b7        Ensures technical learning from projects by drawing on lessons learned and good practices;

\u00b7        Makes sure HQ and Field technical specialists/resources get the information they require and collaborates with other HI/AL technical departments when necessary;

\u00b7        Adjusts the project activities\u2019 implementation to technical monitoring or audit recommendations, if applicable.

\u00b7        Fosters and maintains smooth relationships with partner organizations and other relevant stakeholders involved in the project.

Mission 3. Management

Manager as a role model: embody HI's values daily and be a role model and contribute to the development of his or her staff.

\u00b7        Line-manages the Atlas Logistique Team (sets individual objectives, assesses individual performance, contributes towards the professional & career development of his/her team members, monitors competences);

\u00b7        Organizes and leads regular team meetings;

\u00b7        Manages the recruitment and selection of new team members/open positions;

\u00b7        Ensures strict application and respect of the program\u2019s Internal Regulations by the project team.

 

Mission 4. Influence & Communication:

\u00b7        Represents HI/AL in relevant coordination bodies, contributes to HI\u2019s external influence by participating in relevant networks ;

\u00b7        Communicates on evolutions of the project to partners and external stakeholders as much as relevant.

 

Mission 5. Strategy & business development:

\u00b7        Provides inputs to contribute to the design of the program\u2019s overall operational strategy

\u00b7        Contributes to the design of project proposals for the continuity or expansion of the project, or for the development of new projects upon request.

 

CHARACTERISTICS OF THE POSITION:

\u00b7        Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.

Requirements

You hold a Master\u2019s degree in project management or transport-logistics, production management, purchasing, supply-chain..You have at least 3 years of experience in project management \u2013 a work experience in conflict areas, with volatile security context is preferable, You have a knowledge of the logistics chain, of documentary and information flows of stock management, You have got managerial skills and budget management skillsYou have perfect command of the English language; Arabic is a plus:You have strong aptitude to manage stress and to work under pressure  You are practical, dynamic and solution oriented;You have good communications skillsYou like to work as part of a team/network
