ORGANIZATIONAL CONTEXT:
Peru continues to be the second destination country for Venezuelans, with 493,476 asylum-seekers and 4,906 recognized refugees, and Lima is the city with the largest Venezuelan population outside Venezuela (over one million people). In response, UNHCR Peru operates with a Country Office and a Field Office in Lima, a Field Office in Tumbes, a Field Unit in Tacna, and antennas in Arequipa, Desaguadero, Ica, Madre de Dios and Trujillo. Together with implementing partners, the operation supported over 165,443 persons in 2023.

Jointly with IOM, UNHCR co-leads the Working Group for Refugees and Migrants (GTRM for its acronym in Spanish). The GTRM is the instance of the Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V) in Peru. It was created to respond to the needs of Venezuelans and host communities, ensuring the implementation of activities in accordance with the Regional Refugee and Migrant Response Plan (RMRP) 2025 - 2026 and complementing the response of the Government of Peru.

The Associate Reporting Officer will be part of the External Relations Unit and will work closely with the Inter-Agency Unit to support in developing and writing the GTRM Joint Needs Analysis and the Peru chapter of the R4V Refugee and Migrants Needs Analysis (RMNA). This includes a) a secondary data review of documents from partners and government entities, b) qualitative data collection exercises such as focus group discussions and in-depth interviews, and c) sectoral workshops. This takes place from February to August. The Associate Reporting Officer will also contribute to the preparation and writing of the Peru chapter of the R4V RMRP, including an analysis of the activities presented by the GTRM partners and feedback received from stakeholders such as government counterparts, donors, and others. This takes place in September and October. Additionally, the Associate Reporting Officer will elaborate reporting products for GTRM, such as the bimonthly Situation Reports, quarterly Movement Reports and End Year Reports and support in the preparation of UNHCR Border Monitoring Analyses.

The External Relations Unit is comprised of the External Relations, Reporting and Comms/PI teams. As part of this Unit, the Associate Reporting Officer will contribute to the unit´s objectives, as detailed in the Job Description and according to the roles and responsibilities agreed in the team. The External Relations Unit, working closely together with all other units and offices, colleagues at HQ and at the Regional Bureau, leads donor relations and fundraising efforts through the development of donor concept notes, proposals, and donor reports, as well as the preparation of internal and external documents highlighting UNHCR Peru´s work and the impact of its programmes. The team also contributes to the preparation and revision of internal reports, as needed, such as the strategy and year-end reports, and drafts regular and ad hoc documents such as operations updates, factsheets, talking points/briefing notes for Senior Management, official correspondence for donors and/or events. Presently, UNHCR Peru relies largely on contributions from one donor and is focusing, as part of its fundraising strategy, on strengthening its cooperation with current donors and expanding the current donor base, including the possibility of engaging with the private sector. The Associate Reporting Officer will contribute to reaching these goals through the drafting of high-quality donor reports and informational documents outlining UNHCR´s work and impact. Key to these efforts and to positioning UNHCR in the public eye, the PI/Comms team is in charge of implementing the operation’ communications strategy and ensuring the Operation´s visibility through the management of social media accounts, communications campaigns, and key messages, among others. Working with the ER and Reporting teams, PI/Comms also helps ensure that donor visibility requirements are met.

Associate Reporting Officer

Organizational Setting and Work Relationships
Under the overall guidance of the Senior Communications or Donor Relations Officer, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.
- Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).
- Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
- Participate in annual reporting and planning process.
- Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
- Support the monitoring of UNHCR's partnerships and consolidate information about Partners' activities.
- Assist in the preparation of briefing kits and presentations for missions and visitors.
- Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donors' contributions to UNHCR.
- Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
- Prepare and distribute minutes of meetings.
- Provide technical support, training and clarification on UNHCR's reporting policies and deadlines.
- May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
- Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
