Org. Setting and ReportingThe position is located in the United Nations Office for Digital and Emerging Technologies (UNODET). UNODET was established on 1 January 2025, with a mandate to: (a) advise the senior leadership of the United Nations on key trends in technology, so as to guide the strategic approach taken by the Organization on such issues; (b) serve as advocate and focal point for digital cooperation, through engagement with Member States, the technology industry, civil society and other stakeholders; (c) facilitate multi-stakeholder policy dialogue on digital and emerging technologies; (d) strengthen system-wide coordination within and across the United Nations system on digital and emerging technologies; (e) support the follow-up and implementation of the Global Digital Compact (A/RES/79/1 Annex 1). Through the Under-Secretary-General and Special Envoy for Digital and Emerging Technologies, UNODET also leads the implementation of the Secretary-General's vision on digital cooperation by working closely with various UN entities and multi-stakeholder groups, facilitating dialogue to accelerate global digital cooperation, seizing on the opportunities that are presented by technology – while mitigating the risks – so that progress towards achieving the Goals by 2030 can be made collectively, as well as carrying out other related duties and responsibilities assigned by the Secretary-General, including follow up actions from the Secretary-General's Roadmap for Digital Cooperation and the report \"Our Common Agenda\". The position is based in New York and the Associate Programme Management Officer will report to the Senior Programme Management Officer. ResponsibilitiesWithin delegated authority, the Associate Programme Officer will be responsible for the following duties: Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. Participates in field missions, including provision of substantive and administrative support, data collection, etc. Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. EducationAdvanced university degree (Master’s degree or equivalent) in business or management, hospitality management, social sciences, economics, public administration, finance, accounting, law or related field. Work ExperienceA minimum of two years of progressively responsible experience in project/programme management, administration or related area in support of business analytics is required. A minimum of 1 year of experience in data analytics using PowerBI and self-service analytics tools (e.g., SAP Analytics Cloud, Qlik, Tableau, SAP Business Objects) is required. Experience using data analysis to advise senior management for decision making and action is required. Experience in financial analysis and modeling is required. Experience in developing strategic and/or budget frameworks for multi-partner trust funds is required. A minimum of 1 year of experience working on Digital Cooperation projects is required. Experience in extra-budgetary fundraising is desirable. No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).
