Organizational Setting and Reporting Relationship
The position of Associate Human Resource Officer is assigned to the HR Business Partners Division (BPHP) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.
BPHP provides strategic advice and support to line managers in attracting, managing, and retaining the best talent in line with ADB Strategy 2030 and departmental goals. In close collaboration with ADB departments and offices, it also implements HR initiatives and policies, particularly in the areas of talent attraction and acquisition.
You will report to designated Technical International Staff.
Your Role
As Associate Human Resource Officer, you will contribute to the delivery of end-to-end recruitment and selection activities within BPHP. You will support the implementation of strategic hiring approaches to address the workforce needs of client departments, ensuring alignment with organizational goals. You will also serve as BPHP's representative on selection panels, providing guidance on policy compliance and upholding the integrity of the recruitment process in accordance with applicable Administrative Orders.

Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related area. At least 5 years of relevant work experience, preferably in human resources management Knowledge and understanding of human resources policies and procedures Experience in conducting structured and competency-based interview. Working knowledge of interview techniques and applicant screening methods. Demonstrated ability to establish effective and cooperative working relationships built on trust Ability to review business processes on recruitment and selection and introduce efficiency measures to improve time to hire KPI. Working knowledge and proficiency on use of HRMS and personnel database systems Ability to work collaboratively with teams as constructive team member. Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
