This intervention will also help Beirut city in preserving its cultural aspect by rehabilitating the most affected heritage buildings and strengthen its cultural identify. In essence, this assignment strengthens Beirut housing recovery, improves livelihoods of people who lost their homes, and positions UN-Habitat as a key actor in urban recovery after disasters. Work LocationBeirut, Lebanon Expected duration3 months Duties and ResponsibilitiesOrganizational setting The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For nearly forty years, UN-Habitat has been working in human settlements worldwide, focusing on building a brighter future for villages, towns, and cities of all sizes. Background After the 2006 July War, UN-Habitat initiated its Country Programme in Lebanon, responding to emerging issues through housing reconstruction, shelter provision and upgrading basic services, while laying the foundation for long-term sustainable solutions by means of urban profiling, data collection and urban policy analyses, and much more. The project aims to support the rehabilitation of prioritized historical housing for the most vulnerable people and to provide emergency support to creative practitioners and entities in the cultural sector in the Port of Beirut explosion areas UN-Habitat Lebanon has been working effectively with partners and urban planning actors at the community, national and international levels for the past 17 years to develop and implement programmes and interventions that contribute to the achievement of the urban dimensions of the 2015–2030 Agenda for Sustainable Development in line with the country needs and humanitarian frameworks. UN-Habitat Lebanon continuously adapts to the country’s situation by fostering inclusive and sustainable urban development, improving planning systems and frameworks as well as effective urban crises response – through a humanitarian, development and peace nexus approach. This includes contributed to the UN’s collective response to the Syrian displacement crisis, the protracted and ever deepening socio-economic and financial crisis, the COVID-19 pandemic, the Beirut Port explosion (BPE) and other crisis related needs. Following the BPE, UN-Habitat is implementing a project, named “BERYT”, responding to the critical needs in terms of emergency reconstruction of severely damaged multi-family apartment buildings of heritage value, while establishing the basis for medium term reconstruction and resilient housing recovery of Beirut. Till date, UN-Habitat identified around 20 buildings of heritage significance and started the implementation and is supposed to deliver those buildings to the beneficiaries by the mid of 2025. UN-Habitat team in close coordination with Beirut municipality and the project’s consultants are following-up and monitoring the development of technical designs and the rehabilitation/ reconstruction processes. To support this project, UN-Habitat seeks a qualified Associate Civil Engineer. Reporting line The Individual Contractor (Associate Civil Engineer) will work under the supervision of the Urban Planning and Design Unit Manager. Duties and responsibilities The Individual Contractor’s (Associate Civil Engineer) assignment will be conducted over a period of 3 months, from February 2025 till May 2025. The Individual Contractor will review and follow up on the tender documents’ development of the planned buildings. The Individual Contractor will also supervise and monitor the rehabilitation process of several buildings under BERYT project. The Individual Contractor will leverage the required expertise to deliver the following tasks: 1. Technical meetings and coordination - Attend technical meetings with stakeholders such as governmental institutions, donors, contractors and consultants/implementing partners – among others. - Liaise with the municipality of Beirut, Directorate General of Antiquities and other relevant bodies to ensure proper coordination and adherence to local regulations during the rehabilitation process. 2. Review and verification of design documents - Assist and participate in reviewing and verifying civil engineering design documents and submittals from 3rd parties (consultants, contractors, etc…) to ensure compliance with Lebanese and international standards and respecting heritage preservation principles. 3. Site assessments and inspections - Follow up on work progress through developing site inspection plans, responding to contractors Quality Control and Quality Assurance correspondences. - Participate in site inspection visits (daily and/or weekly basis) to collect technical information, and ensure compliance with approved designs and standards, as well as milestone achievements. - Prepare payment reports for contractors upon achieving the set milestones of each building. - Prepare minutes of meetings and ensure proper archiving for each building under rehabilitation. 4. Testing, commissioning, and handing over rehabilitated buildings - Participate in testing and commissioning processes, ensuring all installed services are properly installed and functional. - Participate in conducting final inspection of services, verify compliance to the scope, propose and follow-up on corrective measures to be implemented by contractors. Qualifications/special skillsA high school diploma with supplementary training in civil engineering is required. Minimum of three (3) years of proven progressive experience in the field of civil engineering, with a focus on heritage preservation is required. Experience within the development and/or humanitarian sector, particularly with the United Nations System is required. Experience and good knowledge in navigating Lebanese permitting processes is desirable. Experience in heritage preservation principles and knowledge in practical structural strengthening solutions for heritage buildings, is desirable. Strong computer literacy in Microsoft Office, AutoCAD, Etabs (or similar structural design software) is required. LanguagesFluency in both written and spoken Arabic and English language is required.
