Associate CCCM Cluster Coordination Officer
Organizational Setting and Work Relationships
The Associate CCCM Cluster Coordination Officer (Camp Coordination and Camp Management) supports UNHCR to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The position reinforces the CCCM Cluster by supporting the daily responsibilities of the Cluster Coordinator.
The Associate CCCM Cluster Coordination Officer is expected to facilitate the work of the CCCM Cluster through the provision of organization and reporting; and to impartially represent the interests of the members of the CCCM Cluster. This includes the provision of active support, as applicable, to sub-clusters or working groups of the Cluster which may be coordinated by other Agencies. As a result, the incumbent supports an inter-agency team in an environment that requires high standards of accountability, facilitation, negotiation and conflict resolution skills, in which respect the principles of partnership and collaboration are essential. Where appropriate, the incumbent organises and leads sub-national CCCM cluster coordination in line with National CCCM Cluster strategy and guidance.
The incumbent is normally supervised by (Senior) Cluster Coordination Officer or Head of the Office.

Duties
- Provide CCCM Cluster Coordination support by organising meetings, ensuring that the meetings and other events calendar of the Cluster is updated on regular basis.
- Make data available to allow developing and designing various cluster related documents and tools.
- Proper archive all CCCM strategic data and documents and act as the focal point to make the CCCM strategic documents updated and accessible to the cluster members.
- Establish strong working relationships with all cluster members in order to facilitate effective collaboration and communication.
- Support conducting CCCM Cluster coordinated needs assessments indicatives, including participatory assessments and regular gap analysis.
- Ensure the timely access of the CCCM members to the CCCM analyses and work with the members to create a comprehensive assessment directory.
- Involve the cluster members to conduct an exhaustive mapping exercise for all on-going relevant needs assessments and gap analysis.
- Assist in delivering CCCM and/or CM training activities for CCCM Cluster members, other local partners, and relevant authorities.
- Provide logistical support to the capacity development initiatives in terms of organising venues, developing the lists of participants and ensuring that the other relevant logistical and administrative requirements are met.
- Provide timely feedback on the progress reports for the CCCM related Humanitarian Polled Fund (HPF) projects and other activities.
- Deliver reporting requirement of the CCCM on timely basis.
- Support the Cluster Chair Coordinator in developing and/or improving information management within the cluster, including the development of standardized databases which can be used to capture relevant information for monitoring and planning purposes.
- Contribute to preparation of reports and advocacy statements on behalf of the CCCM Cluster.
- Represent the CCCM Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors when needed.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

The (ASC) Coordinator will ensure that the Cluster covers all the identified (an evolving) needs of the affected population, and not only those that relate to the specific mandate of individual Cluster. The (ASC) Cluster Coordinator shall provide leadership and strategic direction in the establishment of mechanisms for accountable and transparent resource allocation within the Cluster, which includes the assessment and prioritization of project proposals and common funding criteria for inclusion in pooled funding requests.
Based in the above competences, the (ACM) Coordinator is required to have a robust experience in coordination, specifically in the Inter-Agency context and/or IASC framework, experience on both cluster coordination and operational response in camp management, experience working in field, experience in strategic planning for CCCM, resource mobilization, field experience working in camps and/or other communal settings, experience with adult learning and capacity building (ToT or similar), preferably in camp management/coordination area.
Excellent drafting, analytical thinking and communication skills are essential attributes as well as knowledge in application of International and national laws.

Internal displacement continues to be a concern in Ethiopia. According to the DTM report, of September 2023, there are estimated 3.39 million IDPs in Ethiopia, some of whom are hosted in 811 IDP sites, of which 176 sites are managed by 14 CCCM partners including UNHCR as of end of October 2023, leaving a gap of 635 sites.
Those who are displaced face numerous challenges, including limited access to basic services (including health, water and sanitation facilities, education), and protection, as well as a loss of housing, land, other property, eviction, and inadequate shelter in collective centres. The impact of the conflict is also tangible on sites/facilities (frequently schools, government offices or other public buildings) used by IDPs having been damaged, and service provision in these facilities having been suspended due to the damage. CCCM plays a key role in advocating for and supporting displaced communities to have better living conditions and to access durable solutions, working with national and local authorities to facilitate consultative and inclusive processes from the start of displacement. CCCM actors are also targeting improvement of damaged facilities to upgrade in various communities to increase access to basic services at the community-level as well as improve social cohesion and to facilitate the resumption of schools.
Meanwhile, with the Cessation of Hostilities Agreement signed in November 2022 returns and relocations to safe accessible areas has already commenced in some locations in the North and some sites have closed. That notwithstanding some returns will take longer than others and CCCM cluster will still be primarily engaged in IDP camps to facilitate access to services and the maintenance of the communal facilities required to assist and protect the IDP residents in line with its 4 pillars, until at least end of 2024. When it comes to returns, CCCM response will support activities happening before any return takes place in collaboration with the relevant actors, the Government and other development actors when possible.
In 2024, CCCM Cluster has determined that 1.9 IDPs will need CCCM services of which 1.89 million will be targeted for acute humanitarian response.

Living and Working Conditions:
Addis is the capital of Ethiopia. the city has an estimated population of 3 million inhabitants. It is where the African Union is headquartered. It also hosts the headquarters of the United Nations Economic Commission for Africa (ECA), as well as various other continental and international
organizations. Staff reside in commercial accommodation available in town (cf. UNDSS TRIP WEBSITE for the list of UN-recommended hotels). There are limited medical facilities in Addis that are equipped to deal with moderate medical cases. Evacuation opportunities are also limited.
However, air ambulance evacuation can be organized for life-threatening emergencies during the daytime. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.
The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Generally, the high elevation of the land affects one's adjustment to the environment. At Addis Ababa, which ranges from 2,200 to 2,600 m (7,218 to 8,530 ft), the maximum temperature is 26 °C (78.8 °F) and minimum 4 °C (39.2 °F). The weather is usually sunny and dry, but the short (belg) rains occur from February to April and the large (meher) rains from mid-June to mid-September.
The economy of Ethiopia is a mixed and transition economy with a large public sector. The Government of Ethiopia is in the process of privatizing many of the state-owned businesses and moving toward a market economy. However, the banking, telecommunication and transportation sectors of the economy are dominated by Government-owned companies.
The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. The exchange of foreign currency outside the regulated banks (Black Market) is a criminal offence, and international UN personnel caught by police sting operations have been known to be arrested and detained for several days. Any entry or exit of cash over US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority.
ATM cash withdrawals are largely available in Addis. AMEX is generally not accepted. Payment with a credit card is possible in a few selected shops and tourism areas, but this form of payment is expanding. There is acceptable access to communication means, such as internet, telephone sim cards etc. PAMA is also available at the Offices.
