Context

Under the overall supervision of the Head of Office in the Kingdom of Saudi Arabia and direct supervision of the Project Manager, and in close coordination with the Protection Division Regional Thematic Specialist at the Regional Office (RO) and relevant units at Headquarters, the Associate Case Management Officer will be responsible and accountable for assisting with the implementation, monitoring and reporting activities of the Trafficking cases of the mission.

Conduct screening interviews and record migrant statements by writing factual, accurate case histories to help assess migrant vulnerability, detect trafficking cases, and determine necessary assistance in close coordination with partners;Implement a standardized case management system, including under the Victim Assistance Fund (VAF), aligned with the National Referral Mechanism (NRM) and Assisted Voluntary Return and Reintegration (AVRR) standards within IOM, and track casework and referrals;Facilitate referrals to the NRM for formal identification and assist in coordinating access to social, medical, psychological, shelter, legal, and AVRR services;Review and provide specific inputs to help refine the VAF Standard Operating Procedures (SoPs) from Phase 1 that aligns with local contexts, NRM procedures, and AVRR standards;Provide information and brief shelter managers and relevant staff on implementing SoPs and case management systems during annual training sessions;Utilize standardized tools for VAF data collection, case management, and tracking;Provide information and brief National committee to Combat Trafficking in Persons (NCCT) staff on applying VAF SoPs and AVRR procedures in case management during training sessions;Complete and submit standard financial templates/documents related to direct assistance for vulnerable migrants, checking compliance with IOM standards and promptly alerting the supervisor of any issues;Compile case reports, maintain beneficiary case files, and ensure data protection while recording assistance on MiMosa and donor matrices;Perform such other duties as may be assigned,

Education 

Master’s degree in social work, Health, Psychology or a related field from an accredited academic institution; orUniversity degree in the above fields with two years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database. 

Experience

Experience in the field of assistance to migrants and/or humanitarian activities targeting vulnerable individuals;Experience in working with victims of trafficking is a distinctive advantage; and,Experience in working with governmental authorities, the UN and/or other national/international institutions or with non-governmental organizations is an asset

Skills

Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and Civil Society entities; Good supervision, coordination, and information management skills;Good knowledge of the UN System, Non-Government Organizations (NGOs) and other international organizations/institutions;Knowledge of migration data, labour migration patterns in Gulf Cooperation Council (GCC) and ability to negotiate with government authorities; Good knowledge of human and financial resources management; Good conceptualization, analytical and writing skills; Good communication, organizational and interpersonal relationship skills; Ability to meet deadlines and work under pressure with minimum supervision; and, Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
 

Languages

IOM's official languages are English, French and Spanish. 

For this position, fluency in English is required (oral and written). Fluency in Arabic is Highly Desirable and Working knowledge of another UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
