Org. Setting and ReportingThis position is located in the United Nations Support Mission in Libya (UNSMIL), Tunis, Tunisia. The incumbent will report directly to the Aviation Safety Officer and the Chief of Mission Support whom, depending on the needs of the mission, may task the incumbent to travel and temporarily conduct activities in other locations within the mission area of operations. ResponsibilitiesWithin delegated authority, the Associate Aviation Safety Officer will carry out the following duties: • Acts as an expert adviser on aviation safety matters. • Develops inputs for the Mission Aviation Safety Programme. • Develops inputs for the Aviation Emergency Response Plan and communicates it to all officials concerned. • Organizes and coordinates aviation safety drills and exercises required by the Mission Aviation Safety Programme (MASP). • Monitors the integration of Aviation Risk Management into UN aviation activities. • Assists in the development of quarterly Risk Assessment Indicators and analyses the level of safety of aviation activities within a field mission. • Conducts all Safety Assurance activities to include Monitoring and Measuring the Safety Performance Indicators (SPI's), Management of Change and Continuous Improvement. • Proposes the required corrective and preventive measures, develops aviation safety recommendations, and communicates them to the officials concerned. • Investigates aviation occurrences involving UN air assets and observed hazards related to UNITED NATIONS aviation activities, compiles reports and analyses statistical data. • Participates, as a UN representative, in the investigation of accidents and incidents involving UN air assets and equipment. • Identifies, analyses and monitors trends that may affect the safety of UN aviation activities. • Conducts initial aircraft inspections and participates in the performance evaluations of civilian air operators and military aviation units. • Conducts safety surveys of airfields and helicopter landing sites. • Maintains the aviation safety database and ensures that information is recorded in accordance with the established procedures and deadlines. • Provides safety briefings to personnel involved in UN aviation activities. • Promotes aviation safety awareness within a field mission. • Organizes and conducts Mission Aviation Safety Council meetings. • Develops inputs for aviation safety budget. • Drafts safety bulletins, newsletters and consolidated reports. • Coordinates with other UN agencies and host country civilian and military aviation authorities on the aviation safety-matters. • Performs other related duties as required. EducationAdvanced university degree (Master’s degree or equivalent) in Air Transportation, Aviation Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management or graduation from equivalent military educational establishment is required. A first-level university degree with a relevant combination of education, professional training, certification in aviation safety, and two (2) additional years of work experience in air transportation-related occupation, may be accepted in lieu of the advance university degree. Job - Specific QualificationTraining and certification in safety management is required. Training as a Commercial Pilot or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller, or an Aeronautical / Maintenance Engineer, or an equivalent military qualification is required. Training as an aviation internal auditor is desirable. Work ExperienceA minimum of two (2) years of progressively responsible experience in air transportation, air traffic control operations, aviation safety or aviation engineering is required. Experience in at least one position in the aviation safety-related occupation is required. Expert knowledge in the technical field of aviation safety management and accident investigation and prevention and experience in the use of ICAO standards and recommended practices is required. Experience performing related duties and responsibilities in aviation safety in a United Nations common system field presence in a post-conflict environment (inclusive of peacekeeping operations, special political missions, agencies funds and programmes) or other similar international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French and/or Arabic is desirable.
