Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

This position is located in the Budget and Finance Section of the Division of Administration.

Reporting Lines

Under the supervision of the Treasurer, to:

Duties and Responsibilities

Assist in the preparation of the yearly assessment, letters, acknowledgements and reminder letters for States Signatories and assist in the preparation of the annual scale of assessments calculations; Perform routine reconciliations and accounting entries to support the effective functioning and accuracy of the assessed contributions system, Input and maintain Treasury records in the ERP system and banking platforms and liaise with IMS/NSS IT support to ensure optimal functionality; In close collaboration with treasury team members, provide support in cross-functional projects and tasks in the area of payments/disbursements, aimed to ensuring adequate levels of segregation of duties and internal controls in the end-to-end payment processes between the Treasury and Financial Reporting and Payment Unit. Perform preliminary analysis to assist in the planning and execution of short-term investments and foreign exchange trades based on forecasted liquidity and currency requirements; Prepare drafts of financial reports, such as cash flow forecasts, monitoring of foreign currency gains and losses, tracking of assessed contributions receivable, and contribute to the process of preparation of the Annual Financial Statements; Provide support with resolving routine transactional issues and assist in the maintenance and enhancement of the banking platforms, the assessed contributions system and other systems used by the Treasury; Perform other duties as required, including covering some activities of other Treasury team members during their absence.

Education

University degree in finance, accounting, business administration, management information systems or a related field.

Work Experience and Qualifications

At least one (1) year of relevant working experience in the field of treasury, investment and financial management, preferably part of which should have been at the international level; Experience of ERP systems (SAP preferred), in combination with excellent computer skills in MS Office applications, especially Excel, is required; Experience in using electronic banking platforms (such as SWIFT or Host-to-Host connections), Bloomberg Terminal or similar financial software is an asset; Excellent sense of tact, sensitivity and client orientation; Ability to establish and maintain partnerships with relevant stakeholders; Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
