    Organizational Setting and Reporting Relationship
    The position of Asset Management Analyst is assigned to the Institutional Services Division (CSIS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila.

    You will report to the Unit Head, Logistics Management Unit and Senior Officer.

    Your Role
    As an Asset Management Analyst, you will manage the database maintenance for fixed assets following relevant administrative orders including the asset and inventory control, storeroom operations, and database system administration for Information and Communication Technology (ICT) equipment and accessories, service provider contract management and provide technical support to other asset management functions.

    You will:

  • Manage the maintenance of Oracle Fixed Assets Registry (FAR) for HQ assets by evaluating, classifying/re-classifying, adding and deleting fixed assets and updating staff accountability.
Manage the completion of the annual asset accountability exercise. Analyze staff reports on ADB asset losses; prepare memos for asset write-offs. Review and approve HQ staff user access in Oracle FAR. Analyze and submit a complete and accurate list of assets for insurance purposes. Contribute to the enhancement and integration of fixed assets database and the interface between Corporate Services Department, Information Technology Department and Controller's Department. Manage the daily storeroom operations for Information and Communication Technology (ICT) equipment and accessories and conduct regular inspection of storerooms to ensure compliance with ISO standards. Contribute to the maintenance of the Fixed Assets Registry (FAR) for ICT equipment by validating data between IT system and FAR and other related documents and updating asset accountability. Monitor and submit weekly stock and aging reports of ICT equipment for maximum utilization, improve storeroom space requirements, replenishment, and disposal. Contribute to the monitoring and compliance with contract provisions on inventory and storeroom services by service providers. Participate in the physical inventory count activities of ADB assets and help reconcile results. Participate in audit reviews and implementation of action plans, conduct reviews, and submit attestation reviews and business process maps; implement ISO initiatives on waste and energy reduction, and other departmental projects. Contribute to the review and planning for Asset Management Services on fixed asset functions through the review and improvement of ADB policies, procedures, and guidelines; identify efficiency measures or streamlining opportunities. Perform other duties that may be assigned and reflected in your work plan.

Qualifications

You will need:

Bachelor's degree in business administration, engineering, accounting or relevant fields. At least 5 years of relevant professional experience. In-depth knowledge of policies, guidelines and procedures in asset management and database management or inventory control, storeroom operations, and database administration for ICT equipment and accessories. Working knowledge of ISO 14001 and ISO 45001 standards and best practices in asset management including storeroom operations, receiving, and disposal. Working knowledge of an international institution's IT systems and computer-based applications, including databases such as Oracle, Outlook, SharePoint, and eProcurement. Excellent command of written and verbal communication skills in English. Please refer to the link for ADB Competency Framework for Technical Local staff grade 3.

Additional Information
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.

Multiple positions at various grades may be filled from this opening.

Actual position title and grade will be based on your qualifications, experience and job scope that will be assigned to the selected candidates.
