The Norwegian Refugee Council (NRC) Area Office based in Kyiv was established in 2022 to respond to needs of affected populations in the North of Ukraine. The North Area Office programmatically covers Kyivska, Chernihivska, and Sumska Oblasts. North Area Office operations focus on Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, Livelihoods & Food Security. North Area Office also have 2 Field Offices one in Chernihiv and one in Shostka.

Specific responsibilities

Advise and support Area Programme Manager and Programme Project Managers in the implementation of Support related SOPsEnsure strong coordination with Country Office and other Areas Support Departments and act as Focal Point in this coordination Contribute to strengthening Area level implementation and adherence to Support SOPs, guidelines, policies and proceduresOversee implementation of identified risk mitigation measures, including spot checks in line with Anti-Corruption risk mappingUnder Country Office guidance, ensure compliance with Securing Supporting Documentation (SSD) as well as the Country Office data managementLead in the elaboration and regular updating of the Master Support Budget at Area Office levelOperational/Support inputs into donor proposals and reports when requiredCoordinate and align Operational support with programme plans at North Area level, ensuring Procurement Plans, HR plans and Spending Plans for each project are in placeDrive the optimization of Operational/Support costs at North Area levelPerformance Management of relevant Support staff, including Work & Development Plans formulated and staff reviews carried out  Lead on any structure review for Area-level Support departments, if requiredAt the direction of the Area Manager and the Head of Support (Country Office), participate in the investigation of allegations of suspected fraud or misconduct and produce required reportsWhen requested by the Area Manager, represent NRC externally in the different foraAny other tasks as delegated by the Area Manager.

What you will bring:

Minimum 4 years in middle management position, preferably in a humanitarian/early recovery contextBachelor’s or Master’s degree in relevant field (Humanitarian Management, Business Administration, Development Studies, Finance, Human Resources, Supply Chain or similar)Documented results related to the position’s responsibilitiesExcellent communication, interpersonal and reporting skills, both written and oralFlexible, adaptable, with good problem-solving skillsKnowledge about one’s own leadership skills/profileFluency in English, both spoken and written is requiredKnowledge of the humanitarian context and INGO work in Ukraine is an asset
