Project Context and Scope   IOM, in coordination with the Ministry of Migration and Asylum, will undertake through the specific action a number of targeted activities such as construction works, procurement of equipment and upgrade of existing reception infrastructure in specific sites in mainland Greece.

Tasks to be performed under this contract

  1. Preparation and delivery of the Architectural studies, drawings, cost estimation, technical descriptions and technical specifications for the enlargement of selected accommodation sites in northern Greece. The selected consultant should work as part of a specialised team that will comprise of many specialties (e.g. mechanical engineer, civil engineer, electrical engineer, structural engineer, survey engineer) and will have to deliver a consolidated outcome and study per each site in line with project’s guidance and coordination. (indicative one study per month, sequence to be determined in coordination with the project).
  2. Preparation and delivery of the completed tender documentation for each site according to the study and IOM specific rules and regulations. (one complete tender document per month in both IOM official languages, Greek and English, sequence to be determined in coordination with the project).
  3. Provision of any other technical support for the successful completion of the requested studies and technical documentation.
  4. Provision of any clarification needed relevant to the requested deliverables during the tendering and implementation phases. 
  5. Overall coordination of the study team with the aim to submit a single study and tendering package per site which includes all the relevant documents from the rest of the study team.
  6. Compilation of all the equipment and furniture related documentation (BoQ, technical specifications and descriptions, relevant drawings per site).
  7. Perform such other duties as may be assigned.   Performance indicators for the evaluation of results
    1. Delivery of each architectural study package, including designs, cost estimates, and technical specifications, according to the agreed monthly schedule, including adherence to local regulations and site requirements.
    2. Preparation of comprehensive tender documentation in both Greek and English, adhering to IOM standards and project-specific requirements.
    3.  Clear and effective communication, including providing timely responses to inquiries and requests for clarifications during tendering and implementation.
    4. Delivery of results that align with the project's Terms of Reference, including adherence to scope, standards, and project specifications. Education
      • Completed University Degree in Architectural Engineering. Experience
        • At least 10 years of working experience as an Architectural Engineer, if the candidate holds a complete University Degree (Equivalent of Bachelor and Master).
        • Prior working experience as an engineer in construction studies in humanitarian settings and the context of Greece is prerequisite.
        • Experience in the formation of complete tender documentation according to IOM Rules & Regulations is a prerequisite in both official IOM languages (Greek and English).
        • Professional competence and mastery of the subject matter of the consultancy. Skills
          • Written and verbal communication skills, including reporting. Languages
            • Fluency in English and Greek (written and oral) is required. IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
