Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Duties and Responsibilities

Conduct analysis and thorough review of the CTBTO’s Commission’s current and expected future insurance needs by each of the four coverage policies, in line with CTBTO regulations, Rules and Administrative Directives; Conduct a comprehensive assessment of the CTBTO’s Commission’s current insurance policies regarding the adequate coverage of risks. Analyze shortcomings in the coverage of risks to determine the level of importance as well as mitigation measures; Appraise benchmark analysis of the CTBTO’s Commission’s current insurance premium rates and brokerage fees against the insurance market. Recommend additional/alternative insurance products and estimate possible annual insurance costs/savings in connection with these products; Investigate and formulate the possibility to mitigate some risks through e.g. other measures including self-insurance or other modalities as applicable. Should the possibility of other in-house measures or self-coverage seem plausible, recommend steps to implement and estimate possible costs and/or savings for the CTBTO; Lead the review and revision of existing TORs for the four commercial insurances, including the development of evaluation criteria/matrix, in order the revised TORs are ready for the planned public tendering by June 2025; Co-ordinate and contribute to the technical evaluation for the planned procurement of the four 4 commercial insurances; Perform other duties as assigned.

Education

Advanced university degree in business administration, finance, economics, logistics or other relevant disciplines.

Work Experience and Qualifications

At least seven (7) years of professional international experience in advising on all aspects of insurance solutions to diverse entities in corporate and commercial sectors, government, and INGO/multilateral bodies; Proven track record of assisting clients in identifying appropriate insurance products and implement suitable insurance solutions to mitigate risks; Sound knowledge of the insurance needs of international/multilateral organizations; Knowledge of global insurance markets for marine cargo insurance, public liability and technical equipment/content insurance would be highly desirable and relevant; Knowledge of insurance market in Europe and that of Austria would be highly desirable; Experience in data collection, research and strong analytical skills; Demonstrated understanding of key relevant areas and stakeholders, such as insurance regulations, and insurance institutions, industry capacity and engagement, consumer awareness; Good communication, presentation and facilitation skills. Strong analytical, reporting and writing skills; Openness to change and ability to receive/integrate feedback; Ability to plan, organize, implement, and report on work; Ability to work under pressure and with tight deadlines; Proficiency in the use of office IT applications and the internet in conducting research; Demonstrates integrity and ethical standards.

Languages

Excellent written and oral communication skills in English are essential; Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. Duration of contract

This consultancy assignment is limited to a maximum period of 60 working days, shall commence as soon as possible and be completed by end of May 2025. This assignment is home-based.
