The Organizational Setting
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
KSIADC (King Salman International Airport Development Company) is spearheading a mega project to develop Riyadh International Airport, soon to be named King Salman International Airport. The project is scheduled for execution between 2024 and 2030. Recently, KSIADC presented the KSIA Master Plan and project execution timelines to GACA, highlighting the critical need for timely evaluations, approvals, and acceptance of project packages by GACA in accordance with the requirements and provisions of GACAR Part 139 and other applicable regulations.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Review proposals for projects covering design, specifications, and construction for electrical facilities.
Function 2 (incl. Expected results)
Initiate proposals for corrective action on deficiencies in existing facilities in the electrical field, in compliance with ICAO standards and specifications.
Function 3 (incl. Expected results)
Facilitate for expeditious accord of approval in respect of proposals received from the aerodrome operator or consultants for all works related to the power generation, electrical power distribution and airfield lighting. Ensure that the electrical work is executed in compliance with the approvals granted by the regulator.
Function 4 (incl. Expected results)
Plan, develop and conduct training for national counterpart engineers when required.
Function 5 (incl. Expected results)
Develop formats for regular reporting on all activities of the project work, and the effective control.

Qualifications and Experience
Education
University degree in electrical engineering or equivalent academic qualifications and training.Professional experience
Essential
Extensive experience at a responsible level in the installation, maintenance and operation of electrical facilities, specifically for airports such as power generation, electrical power distribution, airfield lighting, and communications. At least ten years of design, operation and maintenance experience in electrical engineering at airports. Familiar with the latest manufacturing and design criteria using latest modern technologies at airports. Experience with electronically operated equipment. Knowledge of ICAO and other international electrical standards. Ability to plan, develop and conduct training in the field of electrical facilities and airfield lighting systems available at the airports.Desirable
A master's degree in a relevant field. Familiar with the latest design software’s for power generation, electrical power distribution and airfield lighting systems. facilities such as power generation, electrical power distribution and airfield lighting systems for Cat I, II and III.Languages
