Work LocationRemote Expected duration6 Months Duties and ResponsibilitiesBackground The UN development system has been repositioned to deliver more effectively on the 2030 Agenda for Sustainable Development, with a strengthened Resident Coordinator system effective 1 January 2019. In the Kingdom of Saudi Arabia, the UN Resident Coordinator’s Office supports the UN Country Team in aligning the UN’s collective engagement with national development priorities under Vision 2030 and the UN Sustainable Development Cooperation Framework. This includes analytical and policy support, facilitation of partnerships, and monitoring of progress toward the Sustainable Development Goals. To advance these objectives in the KSA, the RCO seeks an AI Contractor to consolidate knowledge products across the UNCT, enrich them with vetted local, regional, and global sources of qualitative and quantitative data, train AI agents on this corpus, and produce a Country Analysis Draft Zero with an indicator matrix, methodology note, and a reproducible codebase. Purpose and Scope Design and operationalize an evidence to insight workflow that ingests UNCT knowledge products and authoritative external sources, trains task specific AI agents on this material, and generates a Country Analysis Draft Zero with traceable citations inside the deliverables, an indicator matrix aligned to SDG and UNSDCF priorities, and a version controlled GitHub repository of all code and documentation. Duties and Responsibilities Under the direct supervision of the RCO Economist, and in coordination with the Head of Office, the contractor will: 1. Knowledge Mapping and Data Governance • Inventory and classify UNCT knowledge products, datasets, and tools relevant to Vision 2030 and the UNSDCF. • Define data governance controls, including confidentiality classifications, access rules, and retention schedules. • Ensure compliance with UN data protection principles 2. Source Curation and Ingestion • Curate supplementary sources, prioritizing authoritative national, regional, and global references, for example official statistics, central bank and regulator outputs, and UN system repositories. • Build automated extract, transform, and load pipelines to ingest, de duplicate, and normalize documents and indicators with full provenance metadata. • Implement document deduplication, version control, and update frequency tracking. 3. AI Agent Design and Training • Architect AI agents for document retrieval, summarization, evidence grading, indicator compilation, and drafting of analysis sections. • Implement retrieval augmented generation and, where appropriate, light fine tuning on project specific corpora. • Establish evaluation protocols, including factuality checks, citation coverage inside outputs, bias and Leave No One Behind sensitivity checks, and error budgets. • Configure safe use controls, including human in the loop review, audit logging, and content security. 4. Draft Zero of the Country Analysis • Generate a Country Analysis Draft Zero following the RCO’s draft outline, with section level references, evidence tables, and traceable footnotes to the underlying corpus. • Integrate cross cutting lenses, including Leave No One Behind, gender equality, youth, disability inclusion, climate, and resilience. • Provide concise executive summaries and visual evidence briefs for senior leadership. 5. Indicator Matrix and Analytics • Produce an indicator matrix aligned to SDGs and UNSDCF results, with disaggregation fields for gender, age, geography, disability, income quintile, and migration status where available. • Document each indicator’s definition, unit, baseline, latest value, target, data source, refresh frequency, and quality notes. • Provide scripts that reproduce indicator tables, charts, and fact sheets. 6. Reproducible Code and Documentation • Deliver a private GitHub repository containing all code, configuration, data dictionaries, documentation, unit tests, and workflow automation scripts. • Package datasets or connectors as scripts that reproduce all tables and figures end to end. • Include a clear README with environment setup, execution steps, and troubleshooting guidance. • Deliver a methodology note on the process and tools used. 7. Iteration and Integration Support • Incorporate feedback from UNCT technical reviews and any revised Country Analysis drafts. • Update AI agent prompts, retrieval indexes, and datasets as needed, then re generate affected sections. • Present methods and results to the UNCT, and provide hands on capacity transfer. Qualifications/special skillsA Bachelor's or Higher (Ongoing) degree in computer science, information systems, social sciences, economics, public health, law or related area is required.
