The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.
Reporting Lines
The incumbent reports to the Assistant Representative in FAO Brazil – Programme.
Technical Focus
To carry out surveys, analyses and evaluations on the intersection between the main environmental issues and family farmers, traditional peoples and communities and rural women, in order to: contribute to the elaboration of actions and initiatives of the MDA that combine environmental preservation and income generation in rural areas; and qualify the participation of the Ministry in the ongoing international negotiations on the environment – including, among others, the themes of climate change, agroecology, biodiversity, intellectual property, desertification, and health – and their relationship with family farming.
Tasks and Responsibilities
• Organize technical knowledge, evaluate its position in relation to the issues of climate change, biodiversity, intellectual property and traditional knowledge and, through this, contribute to improving the country's formulations in multilateral negotiation forums.
• Organize information from international negotiations on the environment, including climate change, biodiversity, intellectual property, and ongoing desertification that relate to family farming and MDA actions.
• Arrange data the decisions of the United Nations Framework Convention on Climate Change (UNFCCC) and their intersections with public policies for family farming, considering that Brazil will host the Conference of the Parties (COP 30) in 2025.
• Arrange and systematize the decisions arising from the MERCOSUR Specialized Meeting on Family Farming – REAF, and initiatives within the scope of the Amazon Cooperation Treaty Organization – ACTO.
• Organize data the decisions and actions and global initiatives around the United Nations Decade for Family Farming (UNEP 2019-2028), and its environmental dimensions, participating in technical meetings with the relevant institutions, as well as the execution of the Brazilian National Plan.
• Collect data, systematize and present analyses and information related to the ongoing discussions, nationally and internationally, on the Rights of Farmers, indigenous peoples and traditional communities.
• To contribute with Knowledge on the internalization in Brazil of the Convention on Biological Diversity (CBD), the Nagoya Protocol, and the Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFAA), and to analyze the potential impacts of this legal framework on public policies and on the public benefiting from the MDA.
• Support in monitoring the forums, spaces for dialogue and actions within the scope of the Framework Convention on Tobacco Control, especially in relation to articles 17 and 18 thereof, relating to the promotion of economically viable alternatives for family farmers and the environment, respectively
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:
Minimum Requirements
• University Degree in Social Sciences, according to the table of areas of knowledge of CAPES/CNPq.
• Minimum experience of 08 (eight) years in public policies for family farming or sustainable rural development and international experience in environmental issues, including biodiversity.
• In case of having specialization and 06 (six) years of experience in the requested areas.
• In case of having Master's degree and 05 (five) years of experience in the requested areas and in case of having a Doctorate and 03 (three) years of experience in the requested areas.
• Working knowledge (level C) of English or Spanish and Portuguese;
• National of Brazil or resident of the country with valid work permit
