Core challenges in the area of sovereign debt concern the finalisation of the debt restructuring negotiations, the establishment of the Debt Management Office in accordance with international standards to ensure sound debt management practices, the management of fiscal risks emanating from contingent liabilities, the dismantling of domestic arrears, as well as the need for increased transparency of debt statistics. The reform agenda further comprises interfacing the Government's Financial Management Information System (FMIS) with the debt management system DMFAS. A further area of reform concerns cash management practices and processes to reduce government’s borrowing needs and improve budget credibility. The project Good Financial Governance IV takes a holistic approach, cooperating with institutions on both the revenue and the expenditure sides of the budget as well as Cabinet Office on organisational development and change management.
