The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)
Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders. In addition, EXD/CSI is responsible for language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors, and the management and operation of OECD buildings in Paris and OECD Centres abroad.
THE POSITION
The Advisor leads and co-ordinates flagship initiatives for the entire service, ensuring timely delivery of key EXD/CSI projects while collaborating horizontally across all EXD/CSI activities on the enhancement of corporate services. The Advisor will analyse needs, engage and liaise with key stakeholders, produce and present business cases and decision papers. The Advisor will work independently but with a high degree of interaction with similar functions across the Organisation. This position will also serve as the data champion of the Service, ensuring that EXD/CSI divisions utilise data to enhance the customer experience of their major clients. In particular, this position will develop solutions that seek to improve EXD/CSI’s primary activities. The selected candidate will report to the Head of the Conference, Security and Infrastructure Service (EXD/CSI) and work closely with the EXD/CSI leadership team.
Main Responsibilities
Advisory Role, Project Management and Analysis
Contribute to the development of flagship projects and initiatives across the Service ensuring their alignment to EXD/CSI strategic objectives as well as the EXD Director’s Office (EXD/DO) strategic orientations. Contribute to the implementation of flagship projects within the Service, overseeing planning, quality of outputs and timelines.Lead and co-ordinate the implementation of change management initiatives across all EXD/CSI divisions, aligning projects with overarching service-level goals and EXD strategic orientations.Proactively identify gaps and opportunities to pursue innovative solutions in EXD/CSI projects, recommending and driving improvements across project teams and delivery services.Contribute to the improvement of effectiveness and efficiency in the Service by conducting analyses on current policies and processes, developing and advising on proposals.Contribute to the improvement of data quality control and ensure information used and shared is accurate and up to date.Support a data driven environment in which EXD/CSI Divisions use data to enhance the customer’s experience.Contribute actively to ad-hoc EXD/CSI-wide studies, actions and projects as decided by the Head of EXD/CSI.Establish and maintain governance frameworks to monitor progress on change initiatives across the Service.Liaison and Communication
Contribute to and support the communication of the Service’s projects, in collaboration with operational teams, to Directorates and users.Support engagement and facilitate alignment on projects in collaboration with EXD/DO as relevant, including the preparation of briefing notes and background documents as needed.Maintain and share awareness of EXD/CSI projects and initiatives as well as external information sources relevant to EXD/CSI’s work, ensuring consistency of key messages.Foster and maintain relationships with key stakeholders to faciliate the work of EXD/CSI by securing the support of, and working in co-operation with, these stakeholders.Serve as a liaison between EXD/CSI and the Executive Directorate’s office to ensure alignment of transformation efforts and secure cross-cutting support.Ideal Candidate Profile
Academic Background
A university degree in business administration, management, communication, project management or related field.Professional qualifications or certifications in project management and data visualisation would be an asset.Professional Background
At least five years of relevant professional experience, preferably in an international organisation/national public administration or international environment as a management consultant, project- or programme manager.Strong experience in project management, including with multiple stakeholders; capacity to understand new areas of focus and drive projects forward.Excellent communication skills (oral and written) and capacity to summarise complex information for diverse audiences.Strong analytical skills and experience creating fact-based analyses and recommendations for decision-making.Ability to communicate with tact and diplomacy in professional relationships.Very good knowledge of the Organisation’s structure, processes, regulations and administrative systems or experience in a similar international and multicultural structure would be an advantage.Tools
Proficiency in the use of standard software applications (MS Office). Knowledge of project management tools.Ability to adapt to new systems.Languages
Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.Knowledge of other languages would be an asset.Core Competencies
