Org. Setting and ReportingThis position is located in the Project Support Team (Operations) of the UNODC Country Office in Nigeria (CONGA), Abuja. The Project Support Team provides integrated services in finance, procurement, human resources (HR), and general administration. The Administrative Assistant (Human Resources) works as the officer in charge of the HR matters for the CONGA office, and reports to the Operations Manager. Under the direct supervision of the Operations Manager, the Administrative Assistant (Human Resources) provides operational HR and administrative support to the UNODC Country Office (CONGA). The incumbent is responsible for executing a range of HR and administrative processes in full compliance with applicable UN/UNODC rules, regulations, and policies. The incumbent is expected to deliver high-quality, accurate, and consistent work outputs, maintaining a client-oriented approach and collaborating effectively to ensure successful service delivery. ResponsibilitiesWithin delegated authority, the incumbent will be responsible for the following duties: Human Resources Management and Support • Provide support in the implementation of HR actions in line with applicable policies, standards, and rules, and will be responsible for the following specific duties: • Support the facilitation of end-to-end recruitment processes, from initiation of recruitment requests and vacancy announcements to issuance of contracts for selected candidates. • Draft HR-related correspondence and documentation, including contract extensions and amendments, for supervisor's review. • Monitor HR-related actions, such as contract expiry dates, and bring issues to the attention of the supervisor to ensure timely contract extensions, post fillings, leave management, and completion of mandatory training. • Maintain official HR and recruitment files for all employees and selection processes. • Compile and consolidate all CONGA employees’ learning requests and assist in the preparation of the Annual Learning Plan. • Facilitate the retrieval of official assets and property from separating personnel, in coordination with the relevant units. • Prepare draft HR updates for the supervisor's review. • Process contract extensions for local affiliate staff administered by UNOPS (LICA)holders, ensuring complete supporting documentation, and liaise with the UNOPS and HQ HRMS as instructed. • Notify UNOPS and UNODC/UNOV HRMS of contract terminations as directed by the supervisor. • Act as Leave Monitor for all UNODC CONGA employees. Administrative and Operational Support Provide effective administrative support to the office as requested, focusing on: • Provide the LVA procurement service as requested. • Prepare and raise the HRAR or the Funds Commitments (FC) for the staff and all affiliate personnel. • Perform general administrative tasks (e.g., correspondence, meeting attendance, minute-taking, report drafting, printing, copying, and filing) as required. • Support other relevant project implementation activities as assigned. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other related administrative duties as assigned. Work ExperienceA minimum of five years of progressively responsible work experience in administration, HR, or programme support service is required. The minimum years of relevant experience are reduced to three for candidates who possess a first-level university degree or higher. Proficiency in the use of standard office software (MS Word, Excel, etc.) and web-based management systems (e.g., ERP systems) is required. Experience with SAP (Umoja) is desirable. Experience within the United Nations system or a similar international organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
