Background:
The Administration, Finance and Advocacy Technical Officer will work in the Norwegian Refugee Council’s Representation Office in Washington DC (NRC USA). The office is one of the units within NRC’s Partnerships and Policy Department (PnP).
PnP is responsible for:
- NRC’s strategic relations with institutional donors and private foundations;
- the organization’s global advocacy and policy work;
- partnerships with UN agencies and INGOs.

What you will do:
This role is supporting office operations, procedures, and resources to assure the effectiveness and efficiency of NRC USA in a safe and secure work environment. The duties and responsibilities include providing administrative and finance support to the Head of Operations and Public Outreach with a variety of tasks related to HR, finance, compliance, and communication. The Administration, Finance and Advocacy Technical Officer will also, in a limited capacity, support NRC USA‘s advocacy efforts in the US focusing on NRC’s advocacy priorities and key thematic topics
Support with the day-to-day operations of the office. Organize, research and deliver on delegated activitiesAssist with the internal finance and accounting processes, including month and year-end financial reporting, cashflow monitoring, grant reporting and preparation of budgetsAssist with day-to-day management and implementation of financial processes, including payroll management and accounts payable/receivable Coordinate and collaborate with external accounting, payroll and office servicesProvide support to the Head of Operations and Public Outreach with external audit compliance, IRS Form 990 filing and submission, filing, and retention of legal and financial documents, including for tax and audit purposesUpdate and administer NRC USA’s online donation page and donor databases (iRaiser, Stripe, PayPal) Coordinate and publish content for the NRC USA website and other communication platformsSupport, as needed, with fundraising, board, events and outreach effortsProvide general advocacy support including attending meetings and notetaking, contact database management, and schedulingSupport on specific advocacy efforts by monitoring US policy and legislative developments and backstopping the Senior US Policy and Advocacy Advisor, and occasionally the Executive Director, on internal and external advocacy coverageOther additional administration, finance, communications and advocacy tasks, as requested
What you will bring:
Solid office administration experience preferably in an international environment.Experience in accounting, audit and financial reporting.Superior attention to detail and organizational skills.Ability to work with tight deadlines and deliver results with limited supervision.Ability to function under pressure and handle multiple tasks simultaneously.Excellent computer skills, including proficiency in Word, Excel, PowerPoint, CRM. Experience with Oracle People a plus.Experience posting web content and website managementBasic understanding of US legislative processes and humanitarian architecture.Self-motivated and with a positive attitude.Conscientious, collegial and service oriented.Flexible, innovative and effective in working collaboratively as part of a multicultural team.
What we offer:
Duty station: NRC Representational Office in Washington DC.
Contract: National, at-will employment agreement
Salary/benefits: Grade 6 on NRC USA pay scale ($69,156 USD), regional salary scale, with accompanying terms and conditions.
