POSITION TITLE: Accountant LOCATION: Dhaka, Bangladesh PROJECT: USAID ClimAct Activity BACKGROUND: The United States Agency for International Development (USAID) funded ClimAct Project is a 5-year Project that aims to generate systematic and transformative change for Bangladesh’s transition to net-zero, climate resilient Development. The Project is implemented by Winrock International and will work closely with the Ministry of Environment, Forest and Climate Change (MoEFCC) and other Ministries, Government Entities, Private Sector and Financial Institutions, NGOs, CSOs, Academic and Research Organizations, Youth Networks and Local Government Institutions (both Urban and Rural). This is long-term CCN position and the purpose of this is to provide support to the designated working areas of the ClimAct project accounting and financial management with support from the Finance Manager (FM). The Accountant will be expected to carry out the day-to-day financial activities and preparing field vouchers in compliance with USAID regulations as specified in the Cooperative Agreement (CA), and Winrock’ field financial management policy throughout the life of the program (LOP). Working under the supervision of the Finance Manager (with broad-based guidance from the DCOP-Operations), the Accountant will perform the tasks as noted below. ESSENTIAL RESPONSIBILITIES This incumbent shall be responsible for the following duties and responsibilities: Provide support in reviewing the ClimAct vendors and consultants’ invoices, and work closely with the finance team in recommending and processing payments. Prepare payroll after reviewing and verifying all CCN personnel timesheets, leave applications, and their approvals, coordinate with the HR Manager for any questions. Review travel advance requests, receive settlements and make appropriate adjustments when bills are submitted. Process payment of the office lease, utility, service charges and other monthly bills e.g. internet, newspaper, garbage cleaning, aerial security guards’ payment. Work closely with the subaward team in checking bills and vouchers submitted by the sub awardees, review conformity with the contractual provisions and help process their payment. Arrange for payment of tax withheld from employees to the designated GoB bank and tracking it appropriately. Ensure accurate entry of all accounting data using the cost codes in designated software and their reporting in line with Winrock’ and USAID policies and procedures. Maintain the project’s accounting files system, ensuring all vouchers are in order, completed properly and have bank slips/copy of checks attached, in line with Winrock’ standard practices and USAID regulations. Prepare monthly bank reconciliations in line with Winrock policies and procedures for checking by the Finance Managers and approval by the DOA holders. Review vendors bills, evaluate VAT documents and amounts, issues coupons and ensure accuracy within the Winrock accounting system. Assist in keeping records of the fringe benefits payment schedules by person and work closely with the FM for their timely disbursement. Review and understand Winrock’ finance and accounting procedures and USAID rules and regulations surrounding accounting and financial management. Support the response to any Winrock and/or USAID financial queries in regard to financial reviews, audits, and/or regular reporting. Any other tasks as assigned by the supervisor, DCOP, Operations and COP. Qualifications The Accountant shall have the following qualifications: Degree in accounting, business, commerce, or related field Minimum 3 years’ experience in accounting required Previous work on USAID or other donor funded projects is required, particularly, experience with USAID cooperative agreements preferred Computer literacy in word processing, spreadsheets, and preparation of tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) is necessary. Experience with such systems as QuickBooks preferred Good communications skills Professional level in English is required OTHER: This position is open to qualified Bangladesh Nationals only.
