Setting and ReportingThis position is located in the Accommodation Management Unit under the Logistics and Service Delivery (LSD) Pillar of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the \"E\" category and as a non-family duty station. The incumbent will report to the Chief Accommodation Management Unit (AMU); tasked to allocate, track Accommodation, Rent deductions and recoveries in the Mission. ResponsibilitiesUnder the supervision of the Chief, Accommodation Management Unit (AMU), the incumbent will be the Manager of the Rent Recovery Cell (under AMU), and will be responsible for the following duties: • Acts as Approving Officer under Financial Rule 105.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. • Prepares, reviews and analyzes cost estimates and budget proposals related to Accommodation Management Unit. • Analyses accounts and reviews/evaluates regular transactions of Rent Recovery in the Rent Recovery Management Cell. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. • Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief, Accommodation Management Unit. • Provides authoritative interpretation of requirements for handling transactions. • Keeps abreast and provides guidance on the United Nations billings procedures through the Enterprise Resource Planning (ERP) System. • Defines requirements and works with systems units with respect to production of relevant financial reports. • Develops, updates and maintains location-wise, staff and accommodation database; updates it on weekly basis with Check-in and Check-out forms received from Camp Receptions and FAOs/Field Offices. • Maintain close liaison and coordinate with the mission Budget and Finance Section, UNV Programme Manager, HR Section, relevant units/sections, contractors, RSCE, UNAFPs and other UN entities for rent recovery related financial reconciliations and reports. • Ensure that accurate and complete data of accommodation and occupants are always available, regularly reported/submitted to concerned Finance Office and that internal control systems supporting correct and timely rent recoveries are functioning and that all relevant records are properly filed. • Analyzes and monitors rent recoveries; reviews/evaluates accommodation occupancy reports from Camp Reception and Field Offices; identifies problem areas; changes in status (single/sharing) or any irregularities in related documents/forms and rent recoveries and resolves them in a timely and effective manner. • Follows up with all individual staff for the provision of proof of rent payment and relevant finance Offices, ensuring the correct and timely rent recoveries from Payroll or through DSA for accommodation provided on training, official duty and during liberty are made/done. • Prepares and submits (by 20th of every month) to OCSD, a complete overview of financial statement of rent recoveries made during the preceding month, showing payments made in cash to UNMISS B&F Section, (separate for Non-UNMISS, Civilian Contractor/Vendors); rent recovered by the shared-services-Centre from IIC, IUP & GPPs, UNVs, Contractors; NY Payroll for Civilian International Staff and UNAFPs and other UN entities staff. • Participates in the development of rental and cost recovery mission broadcasts, instructions and policies. • Provides information needed to respond to internal/external audit observations related to accommodation rent recoveries. • In the absence of the Chief Accommodation Management Unit, oversees the daily operation of the Office. • Performs other duties as required. Job - Specific QualificationCertification as an Association of Chartered Certified Accountants (ACCA)/, Certified Public Accountant (CPA) or equivalent is required. Work ExperienceA minimum of five (5) years of progressively responsible experience in professional experience in accounting, finance or budget is required. At least two years of experience in the administration of payroll, accommodation and office rental and cost recoveries or other staff related entitlements in a Peace Keeping Mission is required. Experience supervising a team is required. Experience with UMOJA SRM (Supplier Relationship- Management) Module with expertise in sales and services orders processing, SAP, PeopleSoft or similar ERP systems is required. Experience working with the United Nations (or large decentralized organization) systems and procedures as they relate to Staff Rules and Regulations including entitlements and Financial Regulations, Rules, and procedures is desirable.
