Travel % 50% within Benghazi and other field offices
Duration and type of contract: 1st of January 2024 – 31st of June 2024 with a 1-month probation period

Generic responsibilities:
Management of HSS (Health, Safety and Security) staff Implement NRC’s safety and security policies at Area Office level. Day to day follow of progress in HSS implementation. Ensure compliance with NRC policies HSS tools, handbooks and guidelines. Promote and share ideas for technical improvement. Prepare periodic HSS reports and other documents. Ensure capacity building of HSS staff and transfer key skills. Liaison and collaborate with relevant local authorities and stakeholders. Support the area office east in implementing Security risk assessments in new areas. Support and lead annual SRA workshop and update the document. Ensure adherence with NRC Libya Security Management Plan and SOPs. Implement delegated Security tasks according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents. Ensure security support to projects targeting beneficiaries most in need and explore and assess new and better ways to support Program teams. Promote and share ideas for technical improvement.Specific responsibilities:
Conduct regular security and risk assessments to identify safety and security needs in all NRC East and South Area and Field offices, Guest houses and operational areas. Train staff in safety and security and provide regular briefings and updates. Facilitate staff evacuation in emergency situations. Ensure that minimum operating security standards and procedures are implemented in the offices. Liaise with the logistics, transport and programme teams during field visits and ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition. Collect information on ongoing and forecasted security issues and share information with staff in a timely manner; this includes maintaining and managing an information network of key stakeholders, as well as liaison, and access monitoring. Key relationships include but are not limited to: CCS, Ministries, Municipalities, community leaders, security forces, other NGOs and INGOd. Keep abreast of key events and contextual developments that may impact on health, safety and security and issue weekly, monthly, and need-to-know basis reports. Ensure proper health, safety and security resources and equipment are available and in good working order, in line with minimum standards and operational requirements and internal compliance. Maintain close vigilance on the local political and military situation in the region and keep the AM informed on regular basis. Ensure that NRC meets its statutory obligations in all areas pertaining to health, safety and welfare at work. Management of HSS TA, Officers and Security guards. Ensure their capacity is built and necessary support is provided. Ensure all duty logs, observation logs and other relevant documents are filled, guard’s deployment is arranged and administration support for guards are provided. Quality control of the Minimum operating standards in place (both equipment and systems/practices) Raise procurement requests for necessary items and ensure they are purchased or put in place in timely manner. Alert security focal point/s of important events, by monitoring internet, TV and radio news in English and Arabic languages, as well as via security alert systems. Responsible for managing an effective communication tree for staff check in and dissemination for alerts and information. A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs. Advanced knowledge in communications technology, including satellite communications, cell phone, etc. Good knowledge of Benghazi and East Libya in general. Ability to read and interpret maps and operate Google maps or similar. Able to structure his or her thoughts and make an accurate and complete summary of a situation, under time pressure, at any time of day or night. Must display intelligent ability to arrange vehicle moves to make best use of available assets and time. High attention to detail and ability to neatly complete assigned paperwork. Honest and trustworthy. Proven communication, interpersonal, representation, negotiation and skills. Computer skills – database knowledge essential, wireless networking. Knowledge of cash-based interventions and market based programmes Trouble shooting’ skill with electrical, radio and computer systems. Well presented, confident, and sensible.
