ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021. Given the volatility of the context, including security situation changes since March 2021 and the consequent increase of humanitarian needs, ACF aims to complete a Food Security & Livelihoods targeted assessment that will take place in December 2021.
Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.
Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team.
Under the supervision of the Country Director, you will be responsible for the following missions:
Design and implement ACF humanitarian access strategy:
Participate in negotiations on humanitarian access with all the involved actors.Establish a strong network with external stakeholders.Visit bases and operational sites to ensure a clear visibility of ACF exposure in the field.Support field coordinators in access related issues.Define and implement ACF security management system.
Collect and analyze security and political context information and support Field Coordinators for their context follow up and analysis. Share analyses with the Coordination team, Regional Director and Regional Log / Secu.Alert the coordination team, the Regional Director and Regional Log / Secu on changes to the context and establish likely forthcoming scenariosAnimate the writing process of the mission security plan and design mission contingency plansEnsure – collaboration with the Country Director and the Regional Log / Secu - that security plan documents are up to date and meet the required ACF standardEnsure that the above security plans are effectively disseminated and put in place Lead field teams in providing an effective risk analysis for each area of ACFs current and future operations and support every Field Coordinator in designing their security management strategy and organization of their security management system Contribute to senior in-country coordination mechanisms (SMT, HoD meetings etc..) to ensure that security is always taken into consideration by country level decision making bodiesMonitor the implementation of security action plan, mitigation measures and proceduresEvaluate the operational management of security and provide appropriate support to Logistics and Field CosUnderstand programs and contribute to their design to make sure safety and security is included in themLead on assessments in potential new operational areasDevelop within the country team the organization and skills for the management of critical incidentsManage incidents and crises in collaboration with Field Coordinators and the Country Director; as well as with any designated HQ Crisis CellYou hold a formal security qualification and/or an advanced security management training with a substantial practical field experience in security management in a leadership role (e.g. direct INGO security management).
You have at least 3 to 5 years work experience in insecure/hostile environments.
You have an experience knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment.
You have an experience of incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system (warden system), compilation of security reports and assessments.
You have an ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination.
You have experience working in a multi-cultural environment: you are known for being diplomatic and sensitive to cross cultural issues, your capacity to work under pressure and your creativity. You have excellent communication skills and foster information sharing amongst the teams.
You have an very good proficiency in English (both verbal and written) and Portuguese or Spanish or Italian.
