Over two years after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).
In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska, Zapporizhzhia), the West (Ivano Frankivsk, Chernivtsi) and is extending its coverage to the southern part of the country (Odessa, Mykolaiv).
We are looking for our new Head of Human Resources Department, based in Kyiv, with field trips to the Country Office bases/areas (Kharkiv, Dnipro, Mykolaiv).
Under the supervision of the Country Director, you will define the Human Resources strategy for the Country Office, lead and coordinate its implementation and deployment in country, provide capacity building to HR team and provide optimum support to programs.

You hold a Master’s degree in Human Resources Management or similar field, with a minimum of 3 years' experience (or 5 years with Bachelor Degree) in similar position, within the iNGO and private Sector (a mix would be ideal).
You have experience in using budgets and providing HR numbers to set up and review budgets, and in engaging with outside agencies/authorities in connection with human resource issues (Ministry of Labour, Legal representatives/lawyers, Social Security and Tax authorities).
You have a strong and demonstrated expertise in human resource management.
You are able to grasp a wide range of complex issues and synthetize them strategically.
You excel at team management and capacity building, and genuinely enjoy enhancing the skills and abilities of your team members.
Ideally, you know well ACF operations, policies and procedures, and have a demonstrated experience in working in Ukraine within the humanitarian aid.
You have proven interpersonal, networking and negotiation skills. You are open minded and flexible character, autonomous and result oriented.
You have a very good command of English, both written and verbal. You have excellent writing skills and oral communication skills. If you speak Ukrainian or Russian, it is an advantage.

Living conditions in Kyiv are very good, with an easy access to a wide range of restaurants, cafes, cultural activities (opera, museum). The security in Ukraine remains tense even if Kyiv is much less impacted than DNI and especially KHA. Periodic power cuts are to be expected, but the use of ecoflow means we can cope. Breaks every 10 weeks.
It is a challenging but stimulating working environment with motivated team and competent colleagues.
