About this position

SIRWASH aims at improving enabling policy, innovation and knowledge exchange environments and fostering the necessary capacities to deliver sustainable quality WASH services to rural communities with a particular focus on the vulnerable and disadvantaged people in Latin America and the Caribbean. The consultant will be accountable to the WSA Division Chief for all substantive, functional and delivery of tasks and will be under the supervision of IDB’s Water and Sanitation Specialist in Headquarters for daily management and administrative operations.

We are looking for a knowledgeable, organized, and proactive consultant to coordinate SIRWASH. As Coordinator, you will support the implementation and promotion of SIRWASH Initiative (Sustainable and Innovative Rural Water, Sanitation and Hygiene Services) at national, regional, and global level.

You will work in the Water and Sanitation Division (WSA) part of Infrastructure and Energy Department (INE). This team is responsible for the sectoral dialogue, knowledge generation and dissemination, and the identification, design, and supervision of the execution of technical cooperation and investment projects that seek to ensure universal and sustainable access to inclusive quality, affordable, resilient and sustainable water and sanitation services; as well as urban solid waste management services, in order to contribute to social development and sustainable economic growth.

This consultancy falls within the framework of the non-reimbursable Regional Technical Cooperation for the SIRWASH project - Mechanism for Sustainable and Innovative Services for Water, Sanitation and Hygiene in Rural Areas (RG-O1691 and RG-T3712), approved on December 10, 2020. The project SIRWASH arises from the request of the Swiss Government, through its agency SDC (Swiss Agency for Development and Cooperation) to the IDB to execute it with the aim of improving innovation, knowledge exchange and regulatory environments, promoting the necessary capacity to provide quality and sustainable water, sanitation and hygiene services to rural communities, especially vulnerable and disadvantaged populations. SIRWASH runs in 4 countries, which includes Haiti, Brazil, Bolivia, and Peru, and also at regional level and globally promoting south exchange.

What you’ll do:

  • Support SIRWASH coordination: operational aspects and project management (meetings, planning, workshops, monitoring, etc.) with SIRWASH team headquarters and SIRWASH projects in LAC (Perú, Brazil, Haiti, and Bolivia).
  • Coordinate activities between SDC and SIRWASH-IDB and prepare reports and any other information requested by donor.
  • Facilitate coordination between IDB and other stakeholders and strategic partners such a as SKAT Foundation, UNICEF, ACEID, SWA, among others: coordination meetings, follow-up of the agreements, and next steps. Provide technical information inputs from rural wash actors and main rural wash topics from LAC to develop in webinars, workshops, and exchanges with other regions.
  • Coordinate activities and meetings and provide information needed by SDC during the mid-term evaluation of SIRWASH and the preparation of future programs.
  • Coordinate the implementation of the SIRWASH governance scheme.
  • Contribute to the preparation, execution, reporting and evaluation of TCs and Investment Grants within the Initiative.
  • Support the south-south exchange of lessons learned and knowledge management by enhancing south-south cooperation and learning in coordination with SIRWASH-IDB and SDC.
  • Participate/coordinate in the implementation of the OLAS governance scheme as it pertains to SIRWASH.

    What you'll need:

    • Education: Master’s degree (or equivalent advanced degree) in Economics, Engineering, Administration, Project Management, or other fields relevant to the responsibilities of the role.
    • Experience: At least 10 years of progressive experience in working in development international cooperation projects with emphasis in water and sanitation in rural areas and including at least 5 years of experience managing and/or advising the implementation of programs in LAC.
    • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

      Requirements:

    • Citizenship: You are a citizen of one of our 48-member countries.
    • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
